December 21, 1982 -- 3 Councillors question committee process Some members of Scugog Township council are not hap- py with the present system of appointing members to the Scugog Hydro Commission. During discussion at the council meeting December 13 as members were appointed to numerous different boards and commissions in Scugog, area councillor John Wolters and newly elected Ward 3 councillor Don Cochrane both said there should be some mechanism to prevent Hydro Commission members from standing for re-appointment term after term. In stating that, both coun- cillors stressed their opinion was in no way a criticism of the present members of the Hydro Commission or the work they have done during the past two years. "I think there should be a way to get 'new blood' on the commission from time to time so as not to discourage people from letting their names stand for boards and commissions," 'said coun- cillor Cochrane. Councillor Wolters said there should be a mechanism whereby committee members should have to step down after serving a specified number of years. Although Scugog council has the authority to appoint Hunter, Wolters Scugog Township council has set up its internal com- mittees with Ward 1 coun- cillor Neil Hunter named chairman of Roads and area councillor John Wolters chair- man of finance. These are the two main committees of the Township council with roads including parks and sidewalks, and finance having control over property and fire protection. Ward 3 councillor Don Cochrane and Ward 4 coun- cillor Harvey Graham were named to the roads commit- tee, while Lawrence Malcolm and Ward 2 councillor Jack Cottrell will be members of the finance committee. All seven members of coun- cil were named to the in- dustrial committee, which has responsibility for pro- moting industrial and com- mercial development in the Township. Neil Hunter and Don Cochrance were named as members of the Port Perry Agricultural Society. Jack Cottrell and Lawrence Malcolm will be members of the Township recreation committee. Neil Hunter and Don Cochrane will serve as coun- cil reps on the Scugog Arena Board, while John Wolters and Harvey Graham will be members of the Blackstock Arena Board. The council reps on the various community centre boards in the Township are as follows: Ward 1- Neil Hunter and John Wolters. Ward 2- Jack Cottrell and Lawrence Malcolm. The discussion came up as council re-appointed the four members of the 1980-82 Hydro Commission to a further three year term. They are chair- man Bert Dejeet, Bill Van Camp, Chuck Willis and Jerry Jackman. Scugog Mayor Jerry Taylor is automatical- ly a member of the Hydro Commission. Six other Township residents had expressed an interest in sitting on the Hydro Commission, which is made up of three members from Port Perry and one from outside the Port Perry boun- daries. The Commission is responsible for hydro to all customers within the boun- dary of the former village of LAST MINUTE Port Perry. Some municipalities hold elections for public utility boards like Hydro, but several years ago, Scugog Township took the option of appointing the members to the Hydro Commission at the beginning of each new term of council. The Commission meets once each month and members receive $40 for each meeting they attend. In other committee appoint- ments made by council last week, Fred Olsen was return- ed to the Committee of Ad- justment for a three year term. There were five other people interested in the one opening on that committee. Les Smith was re-appointed as the Scugog representative on the Durham Region Land Division Committee for a three year term. Mr. Smith has been a member of Land Divisions for several years. Councillor Neil Hunter will be a member of the South Lake Simcoe Conservation Authority; Lawrence Malcolm will sit en the Cen- tral Lake Ontario Authority' and Mayor Jerry Taylor and counillor John Wolters will be members of the Kawartha Authority.
