This municipality has the highest "productivi- ty ratio" of population to municipal staff, accor- ding to research by maverick Oshawa and Regional councillor Ed Kolodzie. At the Regional council meeting of February 2, councillor Kolodzie was busy handing out his "productivity charts" for each of the eight municipal governments within Durham. By his calculations, the Scugog productivity ratio of 472 is the highest in the Durham Region, while the city of Oshawa has a ratio of just 176 and Durham Region has a ratio of just 174. Councillor Kolodzie came up with his ratios by dividing the popula- tion of each municipality by the number of full time municipal employees. He admitted that the figures could change for small municipalities like Scugog because part- time and temporary help was not included in the equation. But he said -OBITUARY - Herbert Baker Herbert Peter Baker, of Sunderland passed away after a short ill- ness on Friday, January 7th, 1983, at the Port Perry Community Hospital. He was born October 16th, 1893, on the family homestead, Sunderland R.R.1. He was the only child of the late Peter and Martha Holder- shaw. He received his education in Sunderland and Uxbridge. He moved to town in 1950, prior to farming. A former member of the Presbyterian Church where he took an active part - later when church union came - he was a member of the United Church. His wife, the former Lucille Archer of Port Perry whom he married July 2, 1919, pre- deceased him, Dec- ember 16, 1980. He is survived by one son, Robert and one daughter Jean, both of Sunderland. Also daughter-in-law Wilma, 4 grandchildren - Jane (Mrs. . Ken Mec- Williams), John, Peter and Paul and one great grandson, Scott Mec- Williams. The complete funeral service was held on Jan- uary 11th, at 2 P.M. at the Wagg Funeral Home in Port Perry. Rev. Donald Jones conducted the service. Interment at S. John's Cemetery, Brock Township. In Scugog's case for example, he shows just one full time area employee, which in a technical sense may be true as the others are classified as part time or temporary. He also shows no employees for fire protection, which again is also true in a technical sense as Scugog's departments work with volunteer help. Councillor Kolodzie has long argued at the Region that Durham is over-staffed, and in fact all municipalities are over-staffed and inefficient. During Regional debates, he regularly asks for productivity studies and reductions in the number of full-time employees. His productivity chart was not taken all that seriously by Regional councillors who had a look at it. In fact, Oshawa Mayor Allan Pilkey said it's not realistic to compare staff levels for small municipalities like Scugog, Brock or Ux- bridge to those in large cities like Oshawa. Despite the apparent flaws in the methodology, Kolodzie came up with the follow- ing finds for Scugog, Brock and Uxbridge Townships. Scugog, with a popula- tion of 13,700 has 29 full time municipal employees which is a ratio of 472. Uxbridge, with a population of 11,450 has 32 full time employees for a ratio of 358. And Brock with a population of 9,363 has 34 full time employees, for a ratio of 268. According to coun- cillor Kolodzie, Scugog may be basking in the "productivity" lime-light now, but there could be trouble ahead. Scugog . was one of just two - municipalities in Durham which ex- perienced a decline in the ratio from 1981 to 1982. The other was Newcastle. PORT PERRY STAR -- Tues.
