Like you who are here today, my love for my country goes deep. As | travel this land from sea to sea, | marvel ... at its greatness ... its differences ... its challenges. But | am ashamed of what the Liberal Government is doing to Canada... Ashamed of the way they have let Canada drift since 1968 ... Ashamed of their socialistic spirit that saps our strength ... Ashamed of their BIG GOVERNMENT BY SMALL MEN who stop our progress ... Ashamed of the fiscal responsibility that strangles us with inflation ... high interest rates ... and unemployment. | want to see Canada working again. | want to see jobs, and savings, and wealth created ... 50 that we will earn the money to help our old and the handicapped and our young. | want to see homes built, and investments in our North, and in our resources like our tar- sands and our offshore. | want to see our farms and factories and small businesses prosper. The quickest way to get Canada working again is to get rid of the Liberal Government. AND MAKE NO MISTAKE the ONLY RESPONSIBLE ALTERNATIVE to the present Liberal Government is the Progressive Con- servative Party of Canada. The Canadian People are pleading with us TO GET OUR ACT TOGETHER and to throw out the time-worn manipulators ... TRUDEAU, MacEACHEN, LaLONDE and that goes for John Turner too. And, as | thought about these things and talked with Canadians | began to ask myself ... "WHAT DOES MY PARTY. NEED TO DO ... TO ACHIEVE THIS GOAL FOR CANADA?" And WHAT CAN | DO? In September of 1981, as | began my ---plan-to-seek the full-time. Presidency of this... Party, | talked with Canadians across Canada. | knew how hard our leaders, Mr. Clark, Mr. Stanfield, Mr. Diefenbaker and Mr. Drew had worked to hold this party together. We are the most democratic of all the political parties in Canada ... We are the strongest of all the parties in Canada. BUT we may be the MOST DIFFICULT PARTY TO GOVERN in all the democratic parties in the Western World. Yet this is also our strength. The strength of FREE men and women who love their coun- try. A party of proud, free spirits ... A party of patriots. We need to channel our beliefs and put our love of country and our honest energies together to build a government construc- tively. Ask yourself... Why do we do SO WELL SO OFTEN in the polls ... but lose on Election Day? Why does the Party of MacDonald and Cartier and Diefenbaker ... the Party that honours and defends the many origins of Canadians get so few votes in those ethnic constituencies? My ethnic friends have told me that we, as a party, have lost them. We do not seem to care about their problems in Canada. We must not submerge our respon- Stanfield and Mr. Clark built a base. Why can we not give our Quebec Conservative Party members full backing and win more seats. We must make better use of the Conser- vative Women's Caucus and the Women's Associations. There is a network of women who must participate more fully in the main- stream of Canadian politics with their active forums on public concerns. All great political thoughts are not owned by men alone ... only about one half of them. The other half are from the women. The same must be said of the enthusiastic young people in YPCs and Student Associations. The party must respond. And as | talked with Conservatives | asked "DOES OUR PARTY ORGANIZATION NEED NEW INITATIVES?" THE ANSWER WAS ALWAYS A RESOUNDING YES. Our leader, our party headquarters, our thousands of dedicated workers need a better organization behind them. Our Constituency Associations need help. From coast to coast we need organizational reforms. We have always been known as a Grass Root Party. Let's do everything we can to strengthen the grass root at the Constituency level. And as a far- mer ... | can tell you that grass roots are only strong ... when they are fertilized. They are weak when neglected. We can't form a government without electing more M.P.'s. We can't do that without strengthening grass roots. The leader can't do it all by himself. As | continued my study it began to show that -many.- RELATIVELY.. SIMPLE,.. PRACTICAL, and COMMON SENSE reforms could make our party more democratic, more active and more capable of winning elections. | was convinced | was on the right track. Last Fall, | used portions of what is now "The Aldred Initiative" in meetings and speeches. Since November, | have been sending my literature to you the delegates ... summarized in ten points. From coast to coast you have responded by letter and telephone in a positive way. | will refer to it. THE TWO YEAR TARGET IS ... 1. Riding Association must meet four times ayear. 2. Senior Membership Target ... bers minimum. 500 mem- Many have asked for my text... and it follows: 3. YPC Groups must meet four times yearly. 4. Y.P.C. Membership Target - 50 members minimum. 5. To vote at meetings ... must be paid up and have attended two consecutive meetings in calendar year. 6. Monthly Mini-Hansard from H.Q. ... to be distributed by local executive to paid up members. 7. National P.C. Association to be struc- tured so that it can become a real political 9. A major strengthening of the relationship between caucus and the party apparatus. 10. A full time President ... for a full time P.C. Party. With reference to the Youth Association | would hope to see at the end of my two year term operating Youth Groups in all of the 282 Riding Associations. At the present time we fall far short. Last night's events including the courageous decision by Mr. Clark, made all the suggestions even more critical. We do not have time now to leisurely plot our course. We must go to work with The Aldred Initiative. Then, my friends, we will go from that clean ... fair ... and open Leadership Convention, as a united party into a General Election and form a Government. UNITED, WE WILL WIN. When we have decided the Leadership, we must support the Leadership and stay with it. He or she will need every single one of us. And every single Member of Parliament ... to get out and win the next election. The Canadian people are calling us. They are demanding that WE GET DOWN TO BUSINESS. This afternoon, we take the first step towards forming the next Government of Canada ... The election of a new President of our Party and a new Executive to guide it through the next two years. TOMORROW WE MUST GO -- TO WORK... The National Executive Meeting tomorrow will be the new start. And | will be at work for you in Ottawa next week ... TO GET THIS PARTY ROLLING AGAIN. From the beginning, | hav e asked the difficult questions and brought forward new ideas to help the Party. That's what 'The Aldred Initiative' is all about. Just plain common sense to help the Grass Roots of our Party. What do we want? What will we accomplish if we start today? ONE CANADA. One Progressive Conservative Party from coast to coast ... Answering its call from destiny. One Progressive Conservative Government from sea to sea ... Merci. A special thanks to my long time friend, Fred Christie of Manchester who arranged a family trip to Winnipeg in order to attend the General Meeting January 26th to 30th. Fred worked tremendously hard on my campaign and I am most grateful. We all must participate more fully in our democratic process. If we do not - our freedoms will be continually eroded.
