Speaking at the annual meeting of the Durham- Northumberland Liberal Association in Bowman- ville April 20, Mr. MacGuigan said the New Democratic Party is 'mired in the ideological mud of 100-year old Marxist theories," while the Conservatives are taking a page from the Americans and moving further and further to the right. "That's what the P.C. right wing want to do," he said. He described the Con- servative Party and leadership race as being in the middle of a "rebellion of the right wing against the centre," and he described these extreme right wing sen- timents as an "importa- tion from the United States which many peo- ple consider unwholesome." "You have to see them (the Conservatives) to believe them," he con- tinued. The Conser- vatives are moving so far to the right, he went on, that (Durham- Northumberland Tory M.P.) Allan Lawrence "is considered so much of a moderate that he can't even be a candidate for the leadership of that party." After taking a few pot- shots at the Conservative leadership race now in process, Mr. MacGuigan devoted a good portion of his address to the 200 people at the meeting to the federal budget which had been introduced the previous night by finance minister Marc Lalonde. Referring to it as the "recovery budget" Mr. MacGuigan noted that the day following in- troduction of the budget, the stock market and the Canadian dollar respond- ed in a positive fashion. He admitted the $4.8 billion provisions for recovery will be paid for by taxes which will not come into effect until the end of 1984. He said the budget was designed to stimulate im- rear defroster, mats. '163% per month 1983 Pontiac Acadian Scooter Sedan Based on Philp Pontiac-Buick Ltd. The M.P. for Windsor- Walkerville, who was first elected to the House of Commons in 1968 and named Justice Minister and Attorney-general last September, said that Canada needs an era of co-operation between governments, business and labour, referring to this as a 'new national partnership." "The people of Canada are telling the Liberal Party that they are tired of the partisanship, the constant bickering in the House of Commons. They want leadership and co-operation," he stated. Noting that one-third of Canada's Gross Na- tional Product comes directly from export sales, Mr. MacGuigan "said that last year, Canada rolled up a $16 billion trade surplus, the highest ever. But he warned that Canada must remain competitive in the inter- national marketplace and wage increase must 'no longer be automatic, but tied to increases in productivity." - In response to a ques- tion from the floor follow- ing his address, Mr. MacGuigan said he would not like to see restrictive legislation against imported pro- ducts because Canada depends on exports and the free flow of trade. Referring to a state- ment made by Sir Wilfred Laurier that the "20th century will belong to Canada," Mr. MacGuigan called on ~ Liberals to- 'have con- fidence in ourselves" and to remain "dedicated to the welfare of all Canadians."
