In presenting his budget to Regional coun- cil last week, finance committee chairman Jim Witty noted that 1983 is the first year in Durham's ten-year history that the Region will not issue a single debenture. He had words of praise for the Regional depart- ment which kept their budget increases under the five per cent guidelines set by Durham council in January. The only department which went well above the guidelines was Social Services witha 28 per cent increase, mostly due to the unprecedented number of people on the welfare roles. . However, councillor Witty noted that the 28 per cent increase for Social Services is lower that previously expected. Earlier this year, Regional officials were very concerned that the Social Services budget might have to be increas- ed by as much as 43 per cent. The Police department budget for 1983 was ap- proved at $20.7 million, an increase of 7.3 per cent, or $1.4 million. And the budget con- tains a five per cent in- crease in salaries paid to Regional councillors. Regional councillors were paid $13,980 thus the increase works out to $699, bringing a coun- cillor's pay to $14,670. One factor that could have a financially beneficial impact on the Region during 1983 is the estimated asessment growth rate. For the 1983 budget calculations, this growth rate was estimated at 2.9 per cent. However, several municipalities, including Scugog Township are ex- periencing a dramatic increase in construction so far this year over 1982. If the trend continues throughout the year, the supplemental taxes col- lected could be much higher than the estimate. The "Slaves" project is in co-operation with Community Care, and offers eager workers for $3.00 per hour to clean yards, change storm windows, clean eaves, etc. CANNINGTON - Parents and officials are upset here after the All-Ontario Midget Cham- pionship hockey team were treated to cham- pagne in the dressing room following their vic- tory. The 16 year old players were treated to the "bubbly" by the local firefighters. Coach Bruce Butterworth was amazed at the outcry, saying "For Heavens' Sake, it's the first All- Ontario we've won in 19 years. Champagne is a tradition! No charges were laid by police, although they said there could have been had there been complaints. > STOUFFVILLE - The farm of Earl Tom on highway 48 received over $20,000 in damage from a fire that destroyed a large barn, one silo, a conveyor belt system and six head of cat- tle. Fifteen firemen fought the blaze for five hourse before bringing it under control. BEAVERTON - George Hewitt of Beaver- ton has been selected as the representative for Durham Region in the upcoming provincial competitions for the Jaycees' "Outstanding Young Farmer" title.
