Mowbray re-elected Liberal president The Ontario govern- ment spends increasing- ly less to support jobs for youth, MPP Herb Epp told the Durham-York Liberal riding associa- tion annual general meeting in Keswick, April 20. Despite its stated con- cern for this most impor- tant segment of the pro- vince's overall unemployment problem, the Davis government's support through student aid and the Youth ~ Employment Program is declining. It is less than stated in real terms and ___the proportion of govern- ment assistance in this area is actually down, the Liberal municipal af- fairs critic told the meeting at Keswick -Senior's Centre. The government pro- vides $1.25 subsidy to support the minimum wage for youth in the province, but this figure has not changed since _11978 in spite of inflation. Help for the jobless is regarded by the Pro- gressive Conservative government as 'an inap- propriate intervention in the economy," according to Epp, the member of parliament for Waterloo North. "Yet, this is the . government which was ready to intervene economically with a $650,000,000 purchase of SUNCOR shares." '""We believe that government should play an active role with the private sector to create jobs. Unemployment for those under 24 is twice as high as for those over that age in Ontario. These young people are bearing a dispropor- tionate share of the burden of the current economic recession." Premier Davis has said that job training should be. increased, not reduced, during reces- sionary times, that idle plants and workers should be turned to train- ing activities when pro- duction slows down, and that government pro- grams should be developed to enhance this kind of training, Epp said. Yet the province's allocation for. appren- ticeship worker training programs for 1982-83 is 4.2 per cent less than for the previous year. "For the 15-to-19, age group one young man in four is now out of work, "and that is up from one to five a year ago. It is our young people like these who are expected to be able to fill key roles in Canadian society in the years ahead. Increasing numbers of them need assistance, yet the pro- portion of government assistance is declining." Epp said the govern- .ment must work more 'closely with industry and business in job training program. It should ex- pand its support for co- operative student educa- tion at the university level and extend educa- tion at trade schools. A lively question period which followed Epp's address focused on the unemployment situa- tion and on the continu- ing Crown/Greymac/ Seaway trust companies ay trust companies problem. : 'Our research work in the trust companies fiasco has paid off in spades for the people of Ontario," Epp said. "The government knew there were problems in this area, but they were overlooked for up to two years. Our work put the situation out in front and has shown that such a problem needn't have developed if the govern- ment had been properly attentive to its responsibilities."
