Allan Lawrence dusted off his political crystal ball last week to predict that Prime Minister Pierre Trudeau will step down as leader of the Liberal Party, probably by next spring or early summer. In a wide-ranging off- the-cuff address which touched on many topics of national and inter- national concern, Mr. Lawrence told the Rotarians that if Mr. Trudeau does step down the. Liberal leadership race will likely come down to a fight between Jean Chretien and John Turner. ' "Mr. Chretien is coming up fast on the inside track and getting lots of support from Liberal back- benchers,"" he said. Still on the subject of Mr. Trudeau's future, Mr. Lawrence said the current peace mission to Europe by the Prime Minister is "well intentioned," but may also be an effort on his part to garner support for some international 'political post when" he puts domestic politics behind him. Mr. Lawrence had been invited by the Rotary Club to give a "non-political" and impartial overview" of some of the things that are going on now in the federal House of Commons. Mr. Lawrence joking- ly noted that being non-partisan is difficult for him "'as I find it hard to talk about what the Liberal Government is doing and not doing in Ottawa." a But one thing that is occupying a great deal of time for all members of Parliament thesé days is the Crows Rate debate. He said it is virtually a non-issue for Eastern Canadians, but very, critical and crucial for Westerners, especially the grain farmers. The Crow Rate has allowed Western grain farmers to ship wheat to the west coast ports at low freight rates by rail, a form of subsidization. The Liberal Govern- ment wants to raise the _rates and take excess revenues for up-grading rail service in the country. , Mr. Lawrence said raising the freight rates western farmers at a dis- advantage on the inter- national marketplace since Canada's major competitors in grain such as the United States, Argentina, and Australia all offer their farmers direct subsid- ies. He said the Conserva- tive position on this issue is that Western * farmers must continue to receive government subsidies of one form or another if they are to remain competitive internationally. On another issue, Mr. Lawrence said recent indications that new legislation is coming for drinking drivers could be a positive step in reducing the deaths and accidents caused by drunks behind the wheel. These include the possiblility of manda- tory one-year licence suspensions for any drinking driver involved in a serious accident, and life suspensions for chronic offenders. He also noted there may be changes in federal legislation which would allow blood samples to be taken from unconscious people in accidents, even though they would have not have given their consent. '""These are pretty tough measures,'"' he told his audience, noting at the same time that close to 50 percent of the fatal accidents in Canada involve alcohol. Turning to topic of his own Party leader Brian Mulroney, Mr. Lawrence said he is frequently asked the question, "how's Brian doing?" He said Mr. Mul- roney's brand of leader- ship has been "refresh- ing", and has brought a sense of unity and togetherness among Tory MP's and party members. While admitting that his first choice for Party leader last summer was John Crosbie, Mr. Lawrence said so far he is 'very happy" with the way Mulroney has performed. "He's the first one fo admit he doesn't have all the answers, but he does ask MP's for advice. More often than not, he will take that advice. I find that very refreshing,' said Mr. Lawrence. Mr. Lawrence has represented - the Durham - Northumber- land riding (which now includes Port Perry and all of Scugog Township) since the. early 1970's. 'Prior to that he had' been a provincial MPP "since 1958, and has held important Cabinet positions at both the federal and provincial levels. A lawyer by training, Allan Lawrence is a very articulate and smooth speaker. At the Rotary meeting, he spoke for well over an hour, then answered questions and was well received by the Rotar- ians. BOWMANVILLE - For the second time in as many months, the Bowmanville Rotary Club had to cancel a fund-raising concert by world famous drummer Buddy Rich. The entertainer cancelled the concert after complications developed in his current tour with Frank Sinatra. Rich and his agents have settled with the Rotary Club by offering the club $3,500 U.S. to cover the amount they had hoped to raise at the concert. ' UXBRIDGE - Joseph Curtis and Melissa Forrest were selected the most outstanding students for Uxbridge Secondary School's 1982-83 commencement. They received the awards for outstanding qualities of character, leadership, scholarship and athletics. Joseph Curtis was also selected as class valedictorian. UXBRIDGE - Beckers Milk Store on Toronto Street in the town is moving to a new location on Brock Street, at the former Morgan's Garage location. The company has entered into a ten-year lease with the owners of the building, which will be completely renovated and cleaned-up. STOUFFVILLE - The century home of Sogo Hillerup will be featured in an up- coming movie '"Martin's Day." The film which is currently being produced, stars Richard Har- ris, Lindsay Wagner, Justin Henry (of Cramer vs Cramer fame) and Saul Rubinek. While all of the shooting was taking place, the Hillerup's remained upstairs in their home out of the way of film crew and stars. STOUFFVILLE - Hockey star Keith Acton of Stouffville, has been traded from the sagg- ing Montreal Canadiens along with right- winger Mark Napier. Acton, who spends his summers in Uxbridge, selling cars for William- son Chev-Olds, was traded to the Minnesota North Stars in exchange for Bobby Smith. .STOUFFVILLE - A Stouffville Tribune editorial dated April 13, 1983 under the heading of "Anti-Missile Meeting a Pro-Russian Rally" has been ruled "offensive" by the Ontario Press Council. The hearing into the criticism of the editorial and an accompanying news story was held following a complaint filed by the Durham-York N.D.P. Riding Association and signed by president Roy Grierson, vice- president Margaret Wilber and member Katherine Anderson. BOWMANVILLE - Letter carriers from Bowmanville Post Office will be playing an im- portant role in this year's Santa Claus Parade on November 19. They will be collecting letters to Santa and forwarding them to the North Pole in time for. Santa to read before Christmas. They will also be handing out candy canes to' the youngsters.
