I take it that you could be a switch voter, without which we could never enjoy a change of government. Any planned change in the water level of the lake would require the written consent of all shoreline property owners. If such consent were not obtained, the owners of property damaged as a result of the higher water level would likely be in a position to pursue legal action against the Crown for compensa- tion. It has been our experience that the full agreement of property owners is unattainable. The alternative would be land acquisition or the acquisition of flood- ing rights to private property. Both these processes would be very expensive and could take years to accom- plish. For these reasons, I regret that I am unable to accede to the local residents' request. With respect to the response time of Trent- Severn Waterway staff "in operating the Lindsay Dam, an efficient system is in place to Lake Scugog water levels minimize the loss of water during dry spells. Water levels on Lake Scugog are recorded daily by the lock staff at Caesarea, and manual readings are taken daily by lock staff in Lindsay. These levels are analyz- ed by the Waterway's Water Control Engineer in Peterborough and the required changes to the dam are relayed rapidly (normally within two hours) to the Lindsay lock staff. I appreciate the con- cerns of your constit- uents on Lake Scugog and assure you that Mr. John Lewis, Superinten- dent of the Waterway, will continue to work with the municipalities along the corridor and provide information on water control operations. While I have not resided here, I have spent my working day in Port and have come to do most of my business in what I found to be a very friendly and efficient town. Your citizens are, in my opinion, very well served by their medical, business, police and, yes, educational instit- utions. I wish to express a personal thanks to Dr. Stewart, the nursing staff of both the Medical Associates office and the hospital, and Dr. Ottenbrite for the fine service they have all rendered me. I am certain the citizens of Scugog appreciate the competence and effic- iency of all the town's medical services. I would also like to publicly express my appreciation to the men of the Port Perry De- tachment of the Dur- ham Regional Police. I have had occasion to call on their services in keeping peace, order and good government in the area of the school, and feel the vast major- ity of citizens apprec- iate their efforts to improve the level of police services in the community. I feel they have succeeded over the last 4 and one half years to the benefit of all citizens. The commercial ser- vices offered by the town have also impress- ed me, and saved time and effort, whether it is Mr. Brock pulling a pair of boots down from a long neglected shelf (still marked at the 10 yr. old price), 'Mike' with his scissors, the friendly service at the banks, the helpful staff and generally well stocked shelves of the Hardware Store, Canad- ian Tire, Drug Stores, the variety and quality of the eating establish- ments, even one of Mr. Barr's special deals, I have found doing bus- iness in Port Perry to be a pleasure - a function I normally find a chore. Finally, I wish to thank the students, staff and parents for the support [ have had over these eight years. Port Perry High School has both academic excell- ence and a high level of staff and student invol- vement in extra-curri- cular activities. The quality of the Students' Council at Port over my tenure has been without peer. The school is an important part of the community to which it has contributed and in return for which it has received excellent support.
