Bre Chit aa pd Councillors nix motion to not raise 1985 taxes Durham Region council juinped on the merry-go-round for half an hour last week, and when the ride finally ended, -councillors had decided they just could not support a motion called for "no tax increase in 1985'. Oshawa councillors Ed Kolodzie and Doug Wilson tried to get support for a resolution saying that there will be "no tax increase in 1985 by using various surplus reserve funds". It sounded like a simple enough resolu- tion, but Durham chair- man Gary Herrema jumped into the debate first calling it '"'mission impossible". "We don't even know at this time if there will be any surplus at the end of this year", he told council at the meeting September 16. That comment brought councillor Kolodzie to his feet calling Herrema"s state- ment "ridiculous". "Let's do something for the tax-payers of the Region. Let's set the objective now which could be an example to the provincial govern-- ment and the Board of Education to tighten up on the spending", said Kolodzie who has not been 'successful in the past in his efforts to get council to support his penny pinching resol- utions. Durham finance committee chairman Jim Witty noted that in 1983, the Region showed a nifty $4 million sur- plus. "We hope it will be that way again this year, but right now, we don't know for sure". Scugog councillor Lawrence Malcolm jumped into the battle with an amendment to the resolution to soften the wording somewhat. His suggestion that the wording read "that council work towards no tax hike in 1985" receiv- ed support in a recorded vote. However, the whole exercise went down the drain a short time later as council voted over- whelmingly against the amended resolution 18-8. McIntyre. He went on to say that at the root of the trustees concerns is the fear that extending funds to grades 11 to 13 for separate schools will either mean a cut-back in funds to public boards or force them to raise more money from the property tax-payer. " He said the Board would like guarantees that extended funding will not impact on local property owners, and that all teachers and students will have equal access to publicly fund- ed school systems. Rev. McIntyre noted that for the past decade, the Provincial share of public education costs has been declining. In June of this year, [| RIVERBOAT RESTAURANT & TAVERN LTD. Premier Davis ann- ~ ounced that in 1985, separate school boards will receive $40 million for extending their education systems. Rev. McIntyre said that while he believes it is necessary to work reasonably and fairly to ensyre_ _all students . in Ontario receive the best possible education, he fears there could be a backlash brewing over this issue. In addition to the funding questions and those of equal access for students and staff to separate systems, the Durham Board has ask- ed Mr. Davis whether the extension of support for separate boards will affect the number of trustees on public boards, and whether public money will be available to other de- nominational and pri- vate schools in Ontarin WE ARE OPEN 6 DAYS & 2 EVENINGS WEEKLY.
