The emphasis is on work habits: initiating a task and then seeing it 'thorough to completion. "Staying on task" is the way Mr. Williams describes it. Academics are used to modify behavior. There is a subtle system of rewards for appropriate behavior which is stress- ed at all times. One new special education program that began this fall at R.H. Cornish School is the class for gifted students eight to eleven years old. Students in this class come from all over North Durham. They are not just bright students in one or two subjects, but intellectually advanced in all academic areas. The thrust is to challenge and develop their in- tellect through the use of logic, critical and creative thinking skills, problem solving and in- dependent investigation. A similar approach is us- ed in the intermediate gifted class for older students. At Port Perry High School, special education programs are now in their second year. All of the teachers in special education must have certificates and they are backed up by support staff with exper- tise in designing behavior modification programs; speech and language therapy; diagnosis of problems and the provision of in- dividual help for students with mild problems. Mr. Williams says the special education pro- grams now in place in North Durham are as good as any in the province. He admits special education is expensive but says the trade-off now is that every child has equal access to education. Is it effective? For some students, progress is measured very slowly, bit by bit. For others, they are able to quickly return to their regular classes and function quite nicely. The programs are now in place, and Mr. Williams said there won't be any more added in the years ahead. But there will be constant refinements.
