TTA (TD 3 Sha rb eH -- al a AAR RIE rT NDP candidate Marg Wilbur says: Jobs linked to environment Marg Wilbur, 46, lives in Scugog Township where she has been ac- tive in a number of com- munity organizations, in- cluding Operation Dismantle. She has also been an active NDP 'campaign manager in previous elections and was the New Democrat candidate for York Durham in the 1981 pro- vincial election. She has been a teacher in England and the West In- dies. She lives with her husband Jim and three children in old Reach Township west of Port Perry. When asked what the single most important issue for Ontario in this election campaign, Mrs. Wilbur says there are two and they are related: jobs and the environment. The NDP platform, she says, calls for a two per cent reduction in unemployment this year mainly through financial help for small business in job creation programs. The environment issue is on people's minds in this election, especially since the serious PCB spill on the Trans- Canada Highway last week. The control and managment of hazar- dous wastes must be ad- dressed by governments, including the thorny pro- blem of where to locate a proper disposal site. "Mrs. Wilbur feels that jobs can be created in waste disposal industries and re-cycling projects for non-hazardous garbage. "People are asking what steps can be taken to prevent accidents like the one last week," (PCB's) she states. LOCAL ISSUES Like the two other can- didates running in Durham York, Mrs. Wilbur says there is no single issue dominating the minds of voters in this campaign. But she gars the most common concerns are for job creation and security, and environment. Provincial funds should be made available to help clean up Lake Scugog weeds once the Task Force comes through with recommen- dations, but Mrs. Wilbur says she personally would not like to see a wide spread chemical spraying program. "I just don't like the idea of dumping a lot of this stuff into the water," she states. Whatever recommen- dations are made, Mrs. Wilbur believes both pro- vinical and federal funds should be available, along with a municipal contribution. ABORTION ISSUE Calling this issue very complicated, Mrs. Wilbur says the NDP likely would not have launched the current ap- peal of the acquittal of charges against Dr. Henry Morgentaler. the She says the Criminal law is "unclear" and its application on this issue is not uniform across On- tario. She believes that women no matter where they live in the province should have the same op- portunity for access to hospitals, including free standing clinics which of- fer a medical service that is safe. ~ "Individual women should have a choice," she believes. BEER AND WINE SALES "This is not a major issue for me or the NDP at this time," she declares, and one con- cern is what would hap- to jobs in the LCBO and beer stores if sales were permitted in varie- ty and grocery outlets. She also wonders about young people under 19' who work in these stores and whether they would lose their jobs if beer and wine sales were allowed. "This whole issue is one that must be thought through very carefully, but I'm just not sure that we want to make beer and wine easier to ob- tain," she says. CENSOR BOARD She believes there must be some kind of system for the classifica- tion of films, but citing concerns for violent por- nography and the ex- ploitation of women or children, stopped short of calling for the abolition of censorship. AGRICULTURE Mrs. Wilbur says can- didly the two other can- didates in Durham York, who are both farmers, probably have more knowledge of agriculture issues than she does. But she expresses strong concern for the future of the family unit farm and says protection is necessary. The farm owned and operated by the family unit "is more likely com- mitted to staying in business'" than the farm run by a corporation strictly on a profit/loss basis. She says there must be better opportunities for young people to start far- ming, and the preserva- tion of agriculture land is something society "must be strong about." CATHOLIC SCHOOL FUNDING The NDP has sup- ported the extension of funding to Catholic High Schools since 1970 for historical reasons that date back to the BNA Act of 1867. But Mrs. Wilbur says the problem today is im- plementation of this ex- tension, as there -has been little consultation or consideration of all the possible ramifications. She says there is con- cern among people who don't know what it all will mean. She says the NDP posi- tion is to ensure that no teachers lose jobs and that non-Catholic teachers have access to jobs in the Separate system. But implementation of the funding should be on a Board by Board basis, and it is important to have plenty of local 'input. Saying the extension of funding to Catholic Boards is not the same situation as other denominations, Mrs. Wilbur states she would not be in favour of public funding to other denominational schools. "There are historical precedents which have been set," she says. TRANSFER FUNDS The NDP candidate feels strongly that recent trends in reducing the size of the increase for education, should be stopped, and in fact pro- vincial contributions to education should go up. She believes that there is a need to lessen the burden on the property tax payers through a more equitable over all tax system, based on ability. to pay.
