According to the results of a Farm Credit Corporation survey released at the beginning of November, more than 10,000 (18 per cent) of On- tario's 58,000 farmers are severely distressed financially. Another 2, 900 (5 per cent) are classified as moderately distressed, while several hundred are facing im- minent collapse. Indeed, the state of farm financing in general is so poor that the federal government has announced it will suspend all FCC fore- closures until January 15 next year. Although in itself this may be welcome enough news for many farmers, it is still very much of a 'band aid' treatment. The onus still rests with farmers, as businessmen, to manage their own operations as: efficiently as possible in order to prevent their debts from becoming top-heavy. It is sad but true that more problems with farm financing arise through poor manage- ment than any other single factor. Financing problems are symptoms of poor-management -- but fortunately they are controllable symptoms. And by effectively managing those factors that can be controlled, a farmer is better able to steer clear of financial problems. How? There are several ways of doing this. Start by: - Knowing all the details of outstanding debts. That means the prin- cipal, the interest owing, date of payments, how the interest is charged, and how the loan is secured. - Don't just count cash in and cash out, but prepare an income state- ment at each year-end, accounting for changes in beginning and ending inventories, as well as accounts receivable and payable. - Do some cash-flow budgeting on a monthly or quarterly basis. This way you can determine your operating credit re- quirements and whether you can meet debt payments and other costs. - Prepare a balance sheet at least on an an- nual basis by summariz- ing all assets and liabilities, as a means of assessing your financial condition. - Plan credit re- quirements, and arrange the necessary loans well in advance of the need. - Plan repayment dates of loans before obtaining credit, and balance it with your ability to ser- vice the debt. - Put your plans on paper before putting them into practice, and let them sit 'for a week. Review them again to see if they are still relevant. - Use planning materials and guidebooks provided by financial institutions. - Seek specialist or 'out- + side" advice if A second opinion can be helpful in making your management decisions.
