Some Regional politi- cians had been hoping that the $4.2 million from the province for the ex- isting building would give Durham the head- start in paying for a new Regional headquarters. But without a buyer, Durham simply could not afford to construct that new building. The dispute between Oshawa and the Region over ownership is slated to be sorted out in the courts, but that process could take up to two years. The City of Oshawa claims it has a one-third interest in the present Regional building by vir- tue of a 20 year old agree- ment between the city and the former Ontario County. Durham Region claims that agreement became void when the Region was formed by provincial legislation in 1974.
