But savings from more efficient ad- ministration are not enough to end the debt spiral. To do that, we also. must increase economic growth, cut government spending, and increase taxes at least temporarily. . These tax increases have been made as fair- ly as possible. All Cana- dians will be asked to contribute, but there is adequate protection for those in greatest need. Mr. Wilson's budget was carefully crafted after extensive consulta- tions with Canadians in all walks of life. To be "MEN'S WEEK" understood properly it must be viewed as a whole. It asks individuals and corporations to pay their fair share, while using the tax system to pro- mote economic develop- ment and the resulting creation of new jobs. It provides for reduc- tions in federal programs and spending, at the same time increasing fupding for job creation and training programs and raising the child tax credit. It improves tax assistance for charities, artists and the disabled. Last September the Mulroney government received an overwhelm- ing mandate from the people of Canada to make changes. Now, through its first budget, the government has begun making those changes needed for the rest of the 1980's. These are tough times, we all know, and some tough measures were necessary. But we have started now to build upon our strengths for a better tomorrow. As a politician, I know as well as anyone the risks in raising taxes, and I certainly won't en- joy paying the increases any more than you will. But in this case the government had no honest alternative. Personally, I was most impressed by the deep understanding and the sensitive Be Hearing approach displayed by the Minister of Finance last Thursday.
