at Carlan developer balks at consultant's bill (From page 1) higher than the cost of designing it," he said angrily. He said Carlan received a bill earlier this month for $1000 which the company simply refuses to pay. The bills charged by the Township's con- sultants work out to about 16 per cent of the project's worth, whereas the usual engineering fees are in the five to seven per cent range. Members of council decided not to take any action on the request to put a cap on further bills since there are still homes to be built in the subdivision on Regional Road 8. However, at the suggestion of Ward 1 councillor Neil Hunter, a senior partner with the Township's con- sulting firm will be asked to attend a meeting with council in the near furture to ex- plain the billing @e Hearing c Aid procedures. "Obviously, it 1s time for us (council) to take a look at the billing process," said coun- cillor Jack Cottrell. During a very frank and open discussion of the problem, Mr. Koropisz said the development company didn't question the bills openly for fear of rocking the boat. Township ad- ministrator Earl Cuddie said there have been some complaints about the bills from time to time from other development com- panies. And he said there is duplication in the system of checking and approving the engineering on any development. "It's not the fault of the company, it's the "way the system is," he said to councillors. Because Scugog Township does not have an engineering depar- tment, this kind of work is handled by Totten, Sims and Hubicki on a consulting basis. Inspections and ap- provals by the con- sulting firm are billed to the Township, which in turn sends the bill on to the development com- pany. The request came Monday from a resident of the Chalk Lake area who warned councillor that the steep enbank- ment along the side of the road is dangerous and could lead to loss of life if a vehicle left the road and went down the bank. He said if a school bus ever went down the 60 foot bank, the results would be disastrous. Ward 1 councillor Neil Hunter agreed, stating that he has driven over the road in the past few days and the lack of guardrails could be dangerous. The Roads committee will take a look at the situation, and report to council on how much it might cost to install the guardrails with connec- ting wire cable. August 20, 1985 -- 3 Washrooms not clean Any group or organization that uses the baseball diamonds for weekend tour- naments must take more responsibility for keeping the public washrooms clean. That was the opinion expressed Monday by Ward 4 councillor Har- vey Graham after Township received a strongly worded letter DAY PORT PERRY LABOUR WEEKEND from a Port Perry resident complaining about the condition of the public washrooms between the two baseball diamonds on Water Street. The writer of the let- ter said she used the washroom the day after a baseball tournament held over the August 1 weekend, and found the condition to be "ap- palling." The letter writer went on to suggest that the Township must find the money to pay a person to keep the washrooms in a cleaner condition. When the letter was tabled at the Monday meeting of council, members noted that staff with the parks and recreation department are responsible for the washrooms, but not on Sundays or holiday Mondays. Councillors noted that A the washrooms are used more than usual during baseball tournaments which feature a beer garden, and the groups sponsoring the tour- naments must take at least part of the respon- sibility for keeping the facilities clean.
