One cannot dwell in the past alone but must have some new and clear ideas as to how our com- munity, as nice as it is, can be made even better. I have a number of proposals that I would like to put forth for consideration, and hopefully action. The condition of Lake Scugog is a priority recognized by every one and pressure must be put on both the Federal and Provincial Gover- nments by all the municipalities surrounding the lake, because the costs involved to identify and correct the problem will be beyond the financial capabilities of any of the small municipalities alone. Over the past number of years we have in Port Perry had a nice, gradual increase in residential growth, that has not yet overbur- dened our services. But unfor- tunately, we have not had the In- dustry needed to balance our Tax base. I would propose reactivating an Industrial Committee we had a few years ago, made up of representatives of Council and the Chamber of Commerce to actively pursue good, clean industry for Scugog. The Region of Durham In- dustrial Committee has done nothing for us and it is now obvious if we are to have industry we'll have to go out and get it ourselves. I plan to pursue aggressively on Council a sidewalk replacement review for Port Perry and definitely a tree replacement programme. Hopefully for every tree removal, I would like to see two planted. We not only need additional Senior Citizen Housing but we have to try and get good affordable apartments for both the young, middle aged and our Seniors. I would suggest that developers be encouraged to propose apartments along with single family dwelling when they are presenting sub- division plans for consideration. Speaking of Dollars, and especially Tax Dollars, the ef- fecient use of which is very impor- tant to all of us As a businessman and homeowner, I am well aware of getting the most out of our tax dollar as possible. With inflation at its lowest point in years, with this council's past record of very minimal increases in local taxes, | believe there | every possibility that this year we will not see an increase in local taxes With your vote and support | hope to make this a reality. I would first say that I am not old but have more life ex- perience than any other candidate in the field and am in good health. I am running because I enjoy con- tributing to the decision making pro- cess. I believe my experience in the business, social and political fields can help in the continued improve- ment and growth of our town. As an environmentalist I would assist in any way practical to help solve our weed problem in Lake Scugog. Parklands and accessabili- ty to lakefront areas is another facet that is both environmentally desirable and economically beneficial to our town. I am also concerned about the conversion of our valuable farm land to industrial and residential use. As a pollution fighter 1 would in- vestigate the possibility of establishing a recycling depot in Port Perry. I would encourage tourists and local residents to use trash cans for refuse disposal rather than the lake or our roadside ditches. With regard to our housing shor- tage I would ask council to establish a housing committee to gather the facts on Scugog's housing needs to enable Council to use those facts to lobby our Provincial Government for some of the 10,000 housing units promised in the Liberal - N.D.P. accord. The recent reduction in funding for our footcare clinic is of concern to many Seniors and I would work to restore and expand this popular health service. My wife Freida and I have lived in and around Port Perry all our 32 years of married life, the last 11 years on Scugog Island. The past 3 years on council have been interesting and educational with the added responsibilities of the Museum Committee, Fair Board, Arena Board, Roads Committee and Island Hall Board making this a busy and responsible position. Because of my flexible work schedule running a hobby farm and auction business, 1 was able to at- tend all council and committee meetings, some on very short notice. Every phone call was answered and each concern investigated. I have stood resolutely for what | believe was the best for the majori- ty of residents and taxpayers of Scugog Township. We are finishing this term with a much broader tax base and a more favourable finan- cial position for the Township. If re-elected in Ward 3, I would stress improvement in the weed control of Lake Scugog, while en- couraging tourism and small in- dustry within our boundaries. | would very much like to see the talk- ed about and much needed low-cost housing project get underway in "86 Other development is necessary but only in the now designated areas. The agricultural land must be protected. I have lived in the Township for 17 years and on the Island for eight years. I am running for Council because I have the time, the experience and a deep affection for the Island. | believe that I can make a wor- thwhile contribution to Council, speaking for and voting on behalf of all Islanders. If elected, 1 would work diligent- ly to: - See that some **Action" is taken concerning the weed problem in Lake Scugog. Establish a network of 'spokespersons' in the various areas of the Island for more effec- tive two-way communication. - Speak and vote in Council on matters affecting Island residents in accordance with the majority views of the Islanders concerned. - Enforce the existing Township zoning By-Laws (No.75-80) for the protection of all homeowners. This By-Law was the result of a great deal of time, effort and expense on- ly 5 years ago. It should not be torn apart willy-nilly to suit land speculators over the expressed ob- jections of area residents. Develop- ment should take place in the areas so designated for it in the zoning plan. - T would like to see the new Coun: cil adopt a "code of Ethics' or *Con- flict of Interest Guidelines' to avoid future controversy RANDY SCOTT Scugog Island represents a unique entity in our municipality. There are only a limited number of lakes and islands in Southern Ontario. Scugog Island represents the best that nature has to offer any resident: open spaces, fresh farm air, trees, and a chemically-free living lake. This is a superb location to live and to raise a family. It is my home. | am running in this election to pro- tect and maintain the unique rural environment that is Scugog Island. Lake Scugog is threatened with silting and weeds. If the weeds use up vital oxygen by decomposing under the snow-covered ice, we may have thousands of dead fish to clean up next spring. Residents and tourists alike are removing their boats from the lake. The lake level is lowered without warning. Millions of seeds and roots are sitting on the lake bottom, waiting for next spring. And what does Council do? They should demand that the water level be kept high in the boating season. They should push the Lake Commit- tee into action. They should affront the Federal and Provincial Govern- ments for financial and scientific aid. Instead, they actively plan to build a Marina for large boats. Where are their priorities" The Ward 3 Councillor must pro- tect the zoning and services that Islanders take for granted.
