And councillor Graham told the meeting Monday afternoon, several residents in Blackstock have ex- pressed their concern to him about the possibility of a retention pond beside their property. fhe retention pond is at *his time just a suggestion about how to manage the storm water drainage for the residential development on land behind Cartwright High School. At the meeting September 22, council instructed an engineer work- ing for the developer to devise a plan for a retention pond that would han- dle safely double the amount of water that is now generated in the area. If the Township's consulting engineer agrees with the plan, coun- cil said the retention pond could be part of the development. The theory of a retention pond is that water is released slowly to prevent flooding in the areas of the downstream drainage course. Councillor Graham also told Mon- day's meeting he is concerned about a drainage ditch already con- structed on the lands. He said that ditch could lead to flooding pro- blems in the spring. Council suggested that the developer may be asked later this year to fill in part of the ditch to pre- vent flooding next spring. The development was given draft plan approval Monday afternoon on the condition that all the re- quirements of the Township are met, including a solution to the storm drainage water problems. Ward 4 councillor Neil McLaughlin did not take part in Monday's discussion or the discus- sion the previous week. He has aj financial interest in the develop- ment. He declared this interest and left the council chambers while the discussinn was taking place. [Ratt -------- country Lan PTY LIMITE Hwy 7A & High Street. Port Perry.
