A complete text By a vote of 22-20, members of the Port Perry Fair Board decided last week not to give up the lease on the existing Fairgrounds and move the annual three-day Fair to a new location. The following is the complete text of the written proposal from the Township council which spells out what the Township was prepared to give the Fair Board in moving to a new location. Council met in special session on Thursday, November 13, 1986 to review in depth, the various submis- sions of the Chairpersons with respect to the Board's needs and re- quirements regarding the prospect of relocating to a new community facility at the arena site. The purpose of the meeting was to determine whether a consensus could be reached among the members of Council with respect to establishing a firm position that Board nixesagreement (From page 1) Township) and moving to a new site. One member stated that breaking the lease and then negotiating fur- ther with the Township for reloca- tion is 'like putting the cart before the horse." "Uxbridge has more than doubled its residential growth this year, from 71 to 157 by the end of September. Oshawa, Pickering and Ajax issued just over 1,000 permits each, while Whitby and Newcastle were just over 800 new permits. could be forwarded to the Board prior to its meeting that might assist in the Board's discussions. The bottom line is that this Coun- cil, to an individual, is prepared to support wholeheartedly and finan- cially assist the Board with respect to relocation at the arena site, to the following extent :- : 1. Council is prepared, over a 2 year period, to provide a facility that will accommodate among other things, an area together with the necessary structures to hold an annual Fair. 2. Establish an overall phasing and timing schedule regarding the com- pletion of each phase in consultation with the Board. 3. A satisfactory agreement with the horsemen to ensure that the track and associated barns are an economic viability and it being understood that the track will be available and ready for use by September 15, 1987. the site for a new Fair. The Township also offered to pay for preparing the new site for the Fair. (See separate story which spells out the Township offer). The issue of whether the Fair should move to make way for a new school and allow the Township to develop the remainder of the grounds for homes, has been a divisive one since it first surfaced early this year. Members of the Fair Board have been badly spit over the issue, there have been several resignations because of it, and the outcome of the vote last week may lead to more resignations from the Board. Back in May, a similar vote on this issue was rejected by the Fair Board by the margin of 21 to 17. Early in September, the Durham Board ask Township council to try again to negotiate with the Fair Board to make the grounds available for a new elementary school. The present Fairgrounds is own- ed by Scugog Township, but the Fair Board has a lease with the Township for use of the grounds. That lease runs out in 1995. That the layout and design of the Fair area be so integrated where possible, to prevent unnecessary duplication (i.e.) with respect to loading and unloading chutes, water and washing facilities etc. 5. The exact determination of the type and location of fencing initial- ly and overall requirements during the course of the agreement. 6. The incorporation of sufficient land to accommodate a midway. 7. It appears to Council that there might be another alternative other than plywood shavings for the arena floor regarding the Holstein clubs requirements. Plywood is very ex- pensive to purchase and very labour intenstive to place, to remove and to store from year to year, and a less costly and equally effective might be explored. 8. And last but not least, while not foremost in Council's mind, it is prepared to consider a buy-out of the existing lease should the Board decide and prefer an alternative site. In economic terms and in effect to provide a complete picture on the amount of financial aid, Council is prepared to expend as follows: - 1. Should the Board look with favour on another location, then Council is prepared to consider up to $300,000 What Council actually offered Fair Board: for such relocation with a condition that should that alternative be selected, that title would be vested in the name of the Township with provision for a very long term lease. $~ugog Township may acquire its own flag Scugog Township may be getting its own flag. A proposed flag design was unveiled at the meeting Monday afternoon which shows the Township crest on a white background on the left side of the flag, the maple leaf on a blue background in the top right corner, and the Ontario trillium on a red background in the bottom right corner. The design was made by the Township administrator Earl Cud- die who said it represents the Township, the province and the nation. Reaction was mixed among coun- cillors with Harvey Graham stating he doesn't like the idea of a Township flag very much because a lot of people would not know what it is or what it stands for. Howard Hall (Ward 2) took a dif- ferent stance. He said the idea is a good one, but the design should be thrown open to all people in the com- munity in the form of a contest.
