'But costs, he said continue to go up as does the demand for new ser: vices. And thé: Township is finding that the subsidies for road work received from the provincial government are not large enough to cover the work that is needed. Scugog may be doing more: work this year with un-subsidized dollars from the general levy. DURHAM REGION At thé regional level, the Mayor said there are three major issues facing the Durham council in 1987. The first is the Regional Head-. quarters building issue, more specifically whether the city of Oshawa has a legal claim on one- third of the present building on Rossland Road. : "lI think we (regional council) first must determine if that claim by the city of Oshawa is valid. If it is valid, then the Region has an obliga- tion to pay Oshawa," he said. As to whether Durham Region needs a new headquarters building, the Mayor noted that presently Durham is spending a large amount' each year in rent for Regignal of- fices scattered all over Whitby and Oshawa. "After 13 years, I think the old building has served its purpose, "he stated. : ~~ Another issue facing Regional "council is the implementation of a 911 emergency dialing system on a Durham wide basis. Regional coun- cil has(asked for a detailed cost study o ch,a system. Charges were laid Saturday in. . connection with the death of a 30 year old Port Perry man December Harvey Beenen, a husband and. : father of four, died in a twovehicle "collision on'Durham Road 21, just west of Manchester. Durham Regional Police said the Maple Street man was on his way to work in Scarborough when his: 1980 Volkswagen collided head on with a half-ton Dodge truck. The accident took place just before midnight at The Mayor said such a system is expensive to bring in and to operate, but society. is expecting and deman- ding these kinds of services. He feels Regional council this year will make the decision to implement this 911 system for police, fire and am- bulance emergencies, . And there is another issue that just won't go away for Regional council, and thats what to do with the garbage. Existing landfill sites are rapidly running out of space, and with a growing population generating more garbage each year, the Regional council is going to have to find ways to get rid of that garbage. "The Mayor said re-cycling pro- jects or incineration may help the problem somewhat, but some time in the next few years, Durham is go- ing to need a new landfill site. That, he said, will be a costly pro- position, and just finding a new "dump site of some 600 acres will be ~ a very difficult task as none of the Durham municipalities would want a dump that size in their back- yard. It's am unpleasant issue, a political minefield for regional coun- cillors, but the Mayor said the time is fast approaching' when the Durham council will have to take the first steps into that minefield. LOCAL COUNCIL Commenting on the performance of the Scugog Township council after a full year in office, the Mayor said he is generally pleased with the way members are conducting the municipal business. "I think there is a good balance of ideas and opinions and all the coun- cillors have a chance for input, "he said. While he admitted there are dif- ferences among the councillors, the Local man is charged the intersection of the Sonley Side Road and Durham Road 21. The driver of the truck, 20 year old Tony Kersten of RR4 Port Perry, was.charged on Saturday January 3rd with dangerous operation of a motor vehicle causing death. ~The charges came as the result of "a lengthy police investigation. Kersten, who was treated at Port . Perry's Community Memorial Hospital for head and other injuries, 'will make a preliminary ap- pearance in Ajax-Pickering Provin- - cial Court on January 22. Looking back on 1986 and some of the problems encountered by the Township council, the Mayor said he was grateful that one problem area ' seemed to disappear on its own.
