In conjunction with this, M.P.P.s at Queen's Park have been moving towards a separate bill of rights for patients in nursing homes. A clause by clause review of amend- ments to the Nursing Home Act by the Ontario Legislature's Standing Committee on Social Development resulted in MPP's proposing the following hist of rights: -- the right to nursing and medical care consistent with individual needs -- the right to privacy in treating and in caring for personal needs --the right to medical information ~ -- theright to have medical recor ds kept confidential - the right to be informed about the "consequences of refusing intrusive procedures of restraints -- the right to communicate in con fidence and receive visitors of one's choice - the right to have family present 24 hours a day if death is imminent -- the right to meet privately with a spouse the right to be informed in writing of any law, rule, or policy affecting the operation of the home, and of the procedure for imtiating complaints. The bill still requires final ap- proval by the Legislature later this year before becoming law In conjunction with nursing home concerns, Larry Grossman has pro posed that a comprehensive and co- ordinated home care system must he developed to shift emphasis in nursing homes and homes for the ALL TYPES _ redirect - difficulty in obtainin: . ALL MAKES aged to rehabilitation. Tax exemptions could be used to assist people who want to renovate or expand their homes to accom- modate an elderly parent. The 1984 . provincial budget eliminated any property tax increase on construc- tion to keep an elderly person in'the family home.
