dad IAS a CS a si Voting assistance for physically disabled Special provisions in voting pro- cedures provide support for physically disabled, visually im- paired and elderly electors who might otherwise be unable .to cast their ballots in Ontario's 34th pro- vincial general election. Qualified electors who are unable to attend a polling place because of illness or physical disability have options other than voting on election day. They may either cast a ballot at an advanced poll, or vote by proxy. Designated advance polls, which provide level access or ramps to ac- commodate disabled or elderly elec- tors, are scheduled for Sept. 3rd, Sept. 5th and Sept. 7th. Proxy voting is an option for elec- tors who for medical reasons are physically incapable of attending a polling place. This permits such an elector to authorize another elector residing in the same electoral district to vote on his or her behalf. Proxy application forms may be obtained from any Elections Ontario office but they must be certified by the Returning Officer in the elec- toral district where the elector resides. The application form will be exchanged for a certificate to vote which the proxy voter must present at the polling place in order to receive a ballot and vote. The person acting as proxy must be an eligible elector residing in the same electoral district and may not act for more than two electors. Visually impaired electors may have a friend or one of the poll of- ficials read the candidates' names in the order they appear on the ballot. | To enable these electors to align their ballots face up, a small notch has been cut into the edge of the up- per right-hand corner of the ballot. Ontario election ballots are printed with the candidates' names appear- ing alphabetically down the left side with a circle to the right of each name for the elector to indicate his or her choice. A notch has also been cut out beside each white circle. In accordance with the Ontario Election Act, the Deputy Returning Officer may assist such electors in marking their ballot. A provision in the election legislation also allows a friend -- under oath -- of a visual- ly impaired or disabled elector to assist the elector and accompany that person through the voting process. In addition, the ballot box may be moved by poll officials to facilitate voting by an elderly or disabled elector. Wilbur predicting a close three-way race New Democrat Marg Wilbur is predicting a close three-way race when Durham East voters go to the polls September 10. "The riding boundary changes mean each candidate has pockets of support," Wilbur said. She said Liberal Diane Hamre, Progressive Conservative Sam Cureatz and herself are all recogniz- ed equally among voters. At an all-candidates meeting in the riding last week, Wilbur got a round of applause when she asked voters to look at the big picture -- not just the individual candidates. "We would all do a good job," Wilbur said. '"You should vote on the issues." SS Wilbur said a driver-owned auto insurance plan is an issue she hears a lot about on the riding's doorsteps. "Auto insurance is mandatory, so the government has an obligation to make it affordable," Wilbur said. "Just one look at the low rates in places like British Columbia and Saskatchewan shows a driver- owned plan can work." Wilbur said leader Bob Rae's strong performance in the leader- ship debate and on the campaign trail has boosted support for the New Democrats across the province. "People realize he is the leader who will get things done. They know he's the leader who pushed hard for many of the reforms we've seen in "the last two years," Wilbur said. "I encourage you to vote for Marg Wilbur" Broadbent said. "I've known Marg since we were students at the University of Toronto." At a breakfast meeting in his home riding of Oshawa, the federal leader met with NDP candidates and supporters from six nearby ridings. Broadbent, whose federal party leads the popularity polls, has work- ed with Wilbur on the NDP's federal council. '"'Her commitment to fighting for the interests of ordinary people is part of a famjly tradition," Broad- bent said. Wilbur's father, Andrew Brewin, served as an NDP MPP in Toronto for seventeen years. "Her father helped me find my feet when I was first elected to Parliament,'"' Broadbent said. At the breakfast meeting Aug. 17 Broadbent threw his support behind provincial NDP leader Bob Rae's campaign. "People are turning to us both provincially and federally because we are a party that says what we mean and means what we say," he said. "We might not be perfect, but we're honest." Broadbent said the time has come for provincial auto insurance plan. "We can have lower costs and more effective auto insurance if we had a public plan like NDP governments have shown in the West." In British Columbia, Saskatchewan and Manitoba, driver-owned insurance plans are running successfully. "Those plans stayed in place when the governments changed hands to Tories and Socreds" Wilbur points out. '""That's how suc- cessful they are."
