After years of waiting, residents of Greenbank are one step closer to a communal water supply system in their hamlet. At the last meeting of Regional council, members voted over- whelmingly to consider the con- struction of such a communal water system during the 1988 water budget, subject to the availability of grants from the Ministry of the Environment. A report from the commissioner of public works, Bill Twelvetrees, at the end of March, proposed that the residents of Greenbank be provided information on the construction of a communal water supply system. In- vestigation as far back as December 1981 by the consulting firm of Totten Sims Hubicki had shown a communal system was the only way to alleviate water pro- blems in certain parts of the hamlet. In early June, an information package was mailed to a total of 102 property owners in Greenbank. Each owner was requested to return the form included in the package in- dicating their preference for the communal water system. According to Twelvetrees, 60 responses were received, represen- ting approximately 59 per cent of the residents. He feels this was an "ex- cellent response," significantly higher than earlier indications ob- tained by the Township of Scugog. The surveys received showed that 51 were in favour of a communal water supply, eight were against it, and one person was in favour of such a project but not if it was going to cost money by way of frontage charges for hook-up to the system. Based on the results of the survey, Twelvetrees concluded a total of 50 per cent of the residents favoured the communal project. Due to this interest, council has approved the hiring of Totten Sims Hubicki to complete the design for the project as they had completed the preliminary study of the private water supplies in Greenbank. As the Greenbank project is the second involving a large grant re- quirement (the first of a new water supply in Newtonville this year, which received government grant approval), Twelvetrees indicated he did not know whether the province would be in a position to provide the funds required for Greenbank in a single year. He felt the impact of these two projects on the region would have to be examined as part of the annual water and sewer finan- cing study.
