~~ -- p-- 10 -- PORT PERRY STAR -- Tuesday, April 12, 1988 Val Hanna says she's not the kind of person who goes around writing petitions. "I'm not really into this, but somebody's got to do something," she told the Star last week. The "something" she is talking about refers to the condition of the roads in Caesarea, where she and husband Larry make their home. Fed up with potholes, wash- outs and other road problems, she says she phoned the Township of Scugog last year and asked what could be done. She says she was told there wasn't enough money allotted for roads to include major work in Caesarea. "Which sort of annoyed me be- cause our roads are really bad," she said. Even though Summit Drive isn't up to municipal standards, and boasts many bumps, dips and at least one good spring wash-out, Mrs. Hanna says it's not the road that needs attention most. The worst streets in Caesarea, she claims, are Park, Lakeview, Pleasantview and Cedargrove. "You get on them and you think you're on a roller coaster," Mrs. Hanna said. But she points out that it's not her intention to concentrate on her road, or those roads mentioned above. "All of it should be done," she said firmly. "It's high time that Caesarea doesn't sit back and wait for something to be done." For her part, Mrs. Hanna, with her husband, wrote up a petition and placed it in the Caesarea gen- eral store nearly two weeks ago. So far, she isn't exactly over- whelmed by the response--only about a dozen people have signed. She's not sure why, but specu- lates not 100 many people know it is there, or rcalize what it is all about. | When it has a few more names on it, sometime in the near fu- ture, Mrs. Hanna says she will drop it off at the Scugog munici- pal office in Port Perry. "Just drop it off, that's all. I don't want to get too carried away with this," she said, almost apol- ogetically. It's not her intention to start a militant issue, but she is emphat- ic about the need to improve Cae- sarea's roads. A drive through the lakeshore hamlet, about 15 minutes east of Port Perry, reveals a multitude of road problems--obvious even to the uneducated observer. The main road, Regional Road 57, is in good repair from High- way 7A to the main four corners of the village. From there, the road cuts east and turns into a nar- row, weaving snake, full of bumps and potholes. Fortunately for those who travel Regional Road 57, the Durham Works Department has authorized construction and repair from Cae- sarea easterly to the Regional boundary. That work should begin sometime this season. But that road, being the jurisdic- tion of Durham Region, isn't the worst in Caesarea. . All other roads in the hamlct are looked after by the Township of Scugog. Very few are paved. Most of the streets, zoned hamlet residential, lined with mostly permanent dwellings, are gravel And most of the gravel roads are in rough shape--especially at this time of year. While it seems to people like Val Hanna that Township of Scu- gog Council is ignoring Caesarea, Area Councillor and Mayoralty hopeful Harvey Graham says Council is fully aware of the sad state of Caesarea's roads. He admits the worst roads in the Township are in the beach areas Petition asks for hamlet roads (including Caesarea, William's Point, Scugog Island, and View Lake). The problem with these "beach roads" originated, he says, because "they were put in years ago, when they were built to service cottage lots. "We accept the fact that they're residential areas now and not sea- sonal," he said. But knowing about the problem doesn't mean it will be corrected-- at least not right away. Not unexpectly, the reason Cae- sarea still has scasonal roads, Mr. Graham explains, is money. Or lack of it. He says there just isn't enough money to upgrade every road in Scugog to municipal standards. At one time in recent history, he says, 70% of the roads in Scu- gog were up to snuff. That num- ber, he admits, has dropped down to 60%. This despite the fact that the roads budget this year will take up nearly half of the total municipal spending (which includes other major expenditures like the fire de- partments, and recreational facili- ties, such as the arena). Although the budget won't be fi- nalized for up to another couple weeks, Mr. Graham (chairman of the finance committee) predicts spending will hit an all-time high this year--at least $2.4 million. Last year, approximately $2.3 mil- lion was spent. But despite the increased funds being invested in roads, it's not enough to keep up. Roadwork is so expensive that only a few projects will devour an entire roads budget for the year. This year, Mr. Graham says the Township will be working on Carnegie Beach (on Scugog Is- land), Rosa St. (Port Perry), and a few other roads, most of them ru- (Turn to page 15) ASK FOR IT NOW!
