Members of Scugog Town- ship council have warned that the development of 31 building lots on a co-op basis south of Port Perry could be subject to time consuming and costly delays. The proposal to develop the Oak Meadows lots on a co-op ba- sis has been made by Doug Wil- son of Oshawa, the owner of the parcel of land on the west side of the Oshawa Road, just south of Concession Road Three. At a public meeting Monday afternoon in front of council, Mr. Wilson said the aim of the co- -0p venture is to reduce the final price of the lots to make them afforda- ble for first time buyers who want to build a "modest family home." About forty people attended the meeting, many of whom have expressed an interest in being part of the co-op project. In fact, a Co-operative asso- ciation is to be formed this com- ing Thursday evening. Mayor Jerry Taylor told the meeting that the council must make its decision to approve or deny the development on planning rincipals, not the price of the ots. He noted that Scugog Town- ship has already gone on record in opposing the development at the Regional Official Plan amend- ment stage. Mr. Wilson, who is a mem- ber of council for Oshawa, told the meeting Monday, he hopes homes could be built by next summer. Township administrator Earl Cuddie said later that may be an impossibility. He said the devel- opment proposal likely will end up in front of the Ontario Munici- pal Board, and there could be other lengthy delays to satisfy the re- quirements of the Health Unit or the Minstry of the Environment. But the most serious objec- tions could come from Durham : Region, as the development is a "real departure from the policy of the (Region's) Official Plan for residential housing in rural areas." And Mr. Cuddie noted that Township council has in the past turned down proposed develop- ments in rural areas of the Town- Retarded, or even Insane. in the first place. tion the label "TMR." what we printed. Handicapped, Disabled, The people who support the abolition of such labels have a good point--we should be treating these people equally with no mention of such negative labels. Unfortunately, they are sometimes necessary. Wilson told the meeting there is a shortage of building lots in Scugog Township, which is driving the price up. He said about 85 per cent of the people who have expressed an interest in the co-op lot development venture are from this Township. Basically, they would share in PORT PERRY STAR -- Tuesday, April 26, 1988 -- 9 Co-op subdivision plans could be delayed the costs of developing the subdi- vision, and eventually assume title to their individual lots. Scugog council over the past few years has tumed down several different proposals for develop- ment on that particular parcel of land, which has little agriculture value. Councillor Neil McLaughlin said that even if the project even- tually does get the green light, de- lays and hidden costs will add to the final end price of the lots, and they may not bc much of a bar- gain. And he said it's unfortunate that the people hoping for a mod- erate priced lot will blame the lo- cal council for delays in the ap- proval process.
