ng San -- r or s A 12 -- PORT PERRY STAR -- Tuesday, April 26, 1988 No sympathy from council Scugog Township council is not too happy with people who buy lots and then seek a minor variance in the side or rear yard re- quirements to suit the kind of house they want to put on that ot "This has been happening far too often in Scugog Township lately," said an angry Reach Ward councillor Yvonne Christie Mon- day afternoon. Although minor variances are the domain of the local Commit- tec of Adjustment, Township councillors have the right to com- Heject ban on fishing Scugog Township council won't ask the Ministry of Natural Resources to ban fishing along the Highway 7A causeway just east of Port Perry, but councillors will try to to do something to clean up the garbage in that area. Citing trash left by fisher- men, parked cars and a potential safety problem with fishermen crossing the busy highway, the local Chamber of Commerce asked the municipality to try to seek a ban on fishing in that area. "I don't see any real reason for a ban (on fishing) there. It would just lead to problems elsewhere," said councillor Lawrence Malcolm in response to the letter from the Chamber of Commerce. However, councillors did agree that something should be done to clean up the trash that ac- camulates, and it was suggested that the municipal parks employ- ees could empty trash bins on a regular basis. Councillor Christie has gx- pressed anger on several occasions over the last two years at variance applications, especially when the foundations footings are already in the ground or the house has been completed. On Monday, she got some support as council reccommended that an application for side-yard variance be denied. The applica- tion seeks a reduction of the side- yard requirement from 12 metres to six metres for a yet-to-be- constructed home on Scugog Is- land. Whether the Committee of Adjustment goes along with the council's recommendation of deni- al remains to be seen. Councillor Christie has rou- tinely voted for denial of virtually all variance applications that come in front of the council for comments. By-law still simmering A by-law that severely re- stricts the burning of leaves, gar- bage or yard debris in Scugog Township has been put on hold because some councillors feel it may be too strict. The burning by-law, which was to get third and final reading Monday afternoon, will likely be changed before it returns to the council table. Both councillors Harvey Gra- ham and Lawrence Malcolm said the restrictions should apply to residents of Port Perry and Prince Albert only, because that is where the complaints came from last fall over extensive burning of leaves by homeowners. However, the by-law tabled on Monday would restrict burning anywhere in the Township, except by a bona fide farmer who first got permission from the Fire Chief and the municipal by-law cnforcement officer. The proposed by-law carries with it a penalty of up to $1,000 for anyone convicted of breaking it. Last fall, the Township re- ceived numerous complaints from residents of Port Perry and Prince Albert over burning leaves which left a palor of smoke in the air and caused added problems for those with allergies and breathing difficulties. Councillors Yvonne Christie and Howard Hall said they were under the impression the by-law would permit burning of certain refuse in proper "burn barrels," but even that would be prohibit- 140 William Street N EB William St. North Kent St. Lindsay Locks SAT.
