"His leadership ability has been acknowledged regardless what branch of the police service he has been deployed to," Mr. Attersley said. "Chief Edwards has proven on many occasions evidence of flexibility and open-mindedness which is greatly required in the police service today. But at the same time, he is alert, intelligent, patient and self-controlled. He has great ability to listen and dia- logue. Taking all these factors into consideration, he has the en- ergy, courage and guts when self- confidence is sought." "The Board fully realizes that a Chief of Police is a person who is on display in a glass house at all times," he added.
