my rt iT 1 foe il | it B) il | i Parking by-law changes After a lengthy discussion Mon- day morning, Scugog Township council has decided to make some concessions in their downtown parking by-law. The by-law calls for any busi- ness constructing an addition to their building to either provide ade- quate parking sices for the addi- tion, or pay $5,000 for every park- ing space they are deficient. Aloud most councillor agreed that the $5,000 per space was not too much, councillor Howard Hall felt that the cost was too high, and it could jeopardize some expansion plans. The topic of parking spaces was raised once again, as the owners of Emiel's Place have not been given a firm answer on his request to have the parking space fee dropped because of his situation. Emiels is planning an addition at the rear of their Queen Street building, that would enclose what is now being used as an outdoor patio during the summer. It was Emiel's contention that since he was not creating any more seating, he should be exempt from the by-law. But members of council disa- greed with this senario, and felt that while he may not be adding any space, the use of the patio would be heavier and he should provide the parking spaces or the money in-lieu of spaces. Councillor Harvey Graham said that he felt the $5,000 assessment for spaces should be maintained, but felt that council should com- promise with Emiel because of his unusual situation. He suggested that the parking levy could be cut in half in this case because Emile was not creating any more seating spaces. But Regional Councillor Law- rence Malcolm felt councillor Gra- ham was being too generous, say- ing that the patio is only being used about four months each sum- mer and any compromise should reflect that use. He suggested that the reduction should be calculated on the number of usable months, and made a mo- tion to that effect. : Council unanimously agreed to councillor Malcolm's motion which calls for a reduction of one- third of the $5,000 space fee when a commercial summer use is en- closed so it can be used for year- round occupancy. They also included in the motion that the fee will only apply to the shortage of parking spaces caused by an addition to an existing build- ing, and will have no bearing on any shortage the building may have had before the addition. Based on the motion approved, Emiels cost for each deficient space would be $3,333, or about $30,000 for the nine spaces he is being asked to provide. This is a $15,000 saving from the original estimate. i . When the Star spoke with Emiel Kroonenberg Monday afternoon he indicated he was stll not happy with the decision, and would have to consider further if he would go ahead with their expansion plans. The by-law, which has been pat- terned after one from Uxbridge Township, is designed to acquire funds when there is a shortage of parking aces, so present facili- ties can improved, and new parking areas developed as they are uired.
