Hans Moehring, president of Compton Mercantile Group, made the comments during a long meet- ing with Township council Mon-- day afternoon. The seniors apartment build- ing is part of a massive three- phase development plan which also includes an indoor mall of some 70,000 square feet, plus two condominium buildings each with 45 luxury units. The development, which has "already received an amendment to the Region's Official Plan, would take place on ten acres on the north side of Highway 7A, imme- diately east.of Water Street. With the Township growing at a rapid rate and expected to con- tinue to grow over the next few years, the issue of new and ex- panded recreation facilities is not going to go away, he said. The Township owns a large tract of land (about 70 acres) around the Arena on Durham Road 8, just west of Port Perry. In the Recreation Master Plan, this area was designated as the fu- ture site of recreation facilities when and if they are constructed. He asked for some kind of uarantee that the necessary zon- ing changes at the Township level could be expedited as soon as pos- sible, before all the detailed site plan and development agreements are worked out. Township planner John McDermott cautioned council about moving too quickly on the zoning changes on a project of this size and importance to the community. He said there is too much technical detail to be worked out on such things as parking require- ments, easements, building set- backs, traffic flows and entrances to allow him to advise council on a preliminary zoning approval in the next four weeks. One major concern expressed by Mr. McDermott involves the parking for the condominium component. The developer is pro- posing 1.2 spaces per unit, while Township by-laws call for 1.5 spaces, and some studies recom- mend 1.7 spaces per unit. Aside from the fact that Mr. Moechring wants (0 start construc- tion next spring or early summer, he also asked for assurances on the zoning changes because of a ser- vicing agreement with Durham "Region. He will be paying to twin the sewer line along Water Street, at a cost of $450,000 and the Region wants to do that pro- ject this fall in conjunction with sikkens "Cetol 1 and Cetol 23 sikier® " sikkens water main up-grading. "You are the one who will 'have to take that gamble," said councillor Harvey Graham to Mr. Mochring. "But it is really not that much of a gamble because the council has supported the project from the beginning," he added. After a lengthy discussion, much of it on technical matters, council and Mr. Moehring agreed to meet again in four weeks. In the meantime, the planning and technical staff for the developer and the Township will get togeth- er to attempt to come to agree- ment on the technical differences which would allow council to give preliminary zoning approv- als. Several times during the meet- ing Moudays Mr. Moechring sug- gested he does not want to com- promise the design of the mall or the condominium buildings. An Oshawa man died in hospital as the result of injuries sustained in a head-on collision August 11. Durham Regional Police say Robin Kitchen, 68, died in Oshawa General Hospital on Au- gust 16. The accident happened on Re- gional Road 2, just south of Port Perry during a heavy rainstorm. A southbound car driven by a Port Perry woman lost control and struck Mr. Kitchen's southbound vehicle. .
