SEPTEMBER 29, 1988 ... 1:15 PM COUNCIL CHAMBERS ... PORT PERRY (181 Perry Street) Join and Experience the "WE CARE" Feeling Council stands firm on decision Frustrated developer Douglas Wilson walked away from council chambers Monday morning no further ahead after an appeal for cooperation in order to have land for his proposed subdivision ap- proved. The subdivision, south of Port Perry on the Oshawa Road, is presently before the Ontario Mu- nicipal Board awaiting a hearing date. In his address to council, Mr. Wilson asked why the need for the township to spend an estimated $75,000 in OMB costs which will have to be beared by the local tax- payers. He suggested he would be prepared to withdraw his applica- tion to the OMB subject to a logi- cal solution. At one point, councillor Harvey Graham told Mr. Wilson if he was so interested in saving the taxpay- ers money, he should withdraw his application and abandon his plans for the subdivision. "Our policy has been very clear from the start", said Mr. Graham. "We do not accept developments in rural areas except in isolated cases. Your development does not fall into what we consider estate developments and I am not about to change my mind," he said. Mayor Taylor explained to Mr. Wilson that the planning policy of the township has been in the areas of the hamlets, in Port Perry and some estate type development. Although Mr. Wilson argued 7 that his proposal falls into the cri- teria of estate development, the Mayor said that council does not a as it does not conform to the official plan of Durham Region. Mr. Wilson has been before council on a number of occassions in the past, all with the same re- sult. Council has decided that the area being proposed (about four- miles south of Port Perry) is not the right place for development at this time. Councillor Cochrane told devel- oper that he always paints a very bleak picture (when he writes letter to the editor), saying that the young people need this type of cheap housing. "If that's the case the housing should be in town where the services are available that these people are going to need", he said. "What you are pro- posing is a slum development with the type of cheap house you are proposing", councillor Co- chrane concluded. Mr. Wilson took great exception to Mr. Cochranes reference to "slum", saying what he is trying to do is make some space available for affordable housing, that is not subsidized as the homes in a co- operative system. He concluded by saying that there is a real need for more hous- ing, not more farmland, and he couldn't understand councils stand on this proposal.
