The 37-year old Port Perry na- tive announced last week that he will be seeking the Ward 2 (Port Perry) seat on Township council in the Novmeber 14 municipal elections. There are at least four other candidates seeking the Ward 2 In an interview with the Star last week, Mr. Harper said money for such things as a second ice pad, recreation-banquet hall at the Scugog Arena can come from fu- ture development in the Town- ship. He said he is in favour of ex- panding the existing recreaticn fa- cilities such as the Arena and also .D-grading and improving park- land and baseball diamonds in all areas of the Township. And he fcels that future devel- opment should pay for it. He would favour a increase in the lot levy fee charged for each new lot generated in Scugog. The Town- ship now charges a fee of $1,000 for general purposes and $750 for parks and recreation. Mr. Harper believes that $750 park levy should be raised to $3,000 with all the money ear- marked specifically for recreation facilities. He said parks and recreation feces for new commercial and in- dustrial development could be cal- culated on the square footage of the project or the value of the building permit. "We badly need new recreation facilities in Scugog," he said. He described himself as "pro development" with certain con- trosl and limitations. He is not in favour of scat- tered subdivisions on vacant farm land on every concession road, but rather new homes built in the ur- ban areas and within the bounda- ries of the hamlets. Former MPP Newman passes away Oct. 12 A memorial funeral service was held Saturday afternoon at Mount Zion United Church, Bal- sam for former MPP and Cabinet Minister William (Bill) Newman. Mr. Newman died October 12 in Ajax Pickering Hospital at the age of 60, He had been ill with cancer for the past year. He retired from politics prior to the provincial election in 1980. Mr. Newman, who lived and farmed at Balsam, began his polit- ical career at the age of 21 when he was elected to Pickering Town- ship council. He later was the youngest reeve ever elected in On- tario County. Following his retirement from provincial politics, Mr. Newman served as a Police Commissioner in Durham Region. He was an active sportsman and conservationist. To facilitate new development in and around Por: Perry, Mr. Harper said expansion of the sew- age lagoon system is an absolute necessity. Recognizing that this is a re- sponsibility of Durham Region, he said some of the moncy for up- grading the system could be raised ocally from development fees and levies. A life-long resident of Port Perry, Mr. Harper said he decided several months ago to take a run for the council seat. He has been active in the local mens slow pitch league which raised money for tile draining, new lights and fences for the Port Perry diamonds. He's a member of Warriner Lodge and is a vice president of the local Chamber of Commerce. For the past several ycars he has worked as a real estatc agent in Port Perry. He told the Star that he is taking a leave of ab- sence from the real estate busi- ness. On August 1, he became a working partner in Port Perry Car- pet and Tile, and will be finished with real estate by the end of this month, he said. This will be his first attempt at elected office. Candidate meeting Voters in Scugog Township will have a chance to meet and hear the candidates for Mayor and Regional council in the November 14 municipal election. The Port Perry Star will be hosting a candidates meeting on Wednesday, November 2 at the Latcham Centre in Port Perry. The meeting will start at 7:30 PM. The candidates for the top two positions on Scugog council will be given a chance to introduce themselves and their platforms. There will be a question and an- swer period to follow.
