Urban pressures force city folk to the country Rural areas have expericaced a lot of change over the last few years from the pressure of urban development, and those pressures will continue in the future, Dur- ham Region chairman Gary Herre- ma said last week. Addressing the annual meeting of the Blackstock Agricultural So- ciety January 19, Herrema said "it's no wonder that more and more people want to move to are- as like Blackstock." While stating that the devel- opment pressures in rural areas of Durham will continue, he warned of the potential dangers of well water contamination from septic systems. 5 " NS aid Dave. Petrle, owner of Analda Nurseries, is the He suggested that communties in rural areas will have to go on their own communal water sys- tems to assure water quality for homes. And he said this development pressure is impacting on farmland. He cited an example of an 80-acre farm that was purchased for $10,000 an acre, then re-sold within a year for double that amount. Herrema said the new "right to farm" legislation may not be strong enough to protect farmers from urban encroachment, and the legislation should be incorporated into municipal zoning by-laws. He noted the on-going debate Soba new chairman of the Blackstock Fair Board. He was named to the post last week at the Board's annual meeting, taking over past-president Rolly Coy. United Church Women enjoy over farm retirement lots, stating he is not in favour of them be- cause they often are sold to non- farmers who end up complaining about the farm operations nearby. And more and more, he said, politicians are listening to the' complainers. Herrema, himself a farmer north of Uxbridge and also a strong supporter of rural fairs, urged the members of the Fair Board to continue to work hard on the annual Fair in Blackstock. "I think it is very important to keep your fair going. It is one way of keeping your community identity," he said. While talking in a general sense on some of the problems that come with urban pressures on rural areas, Herrema also spoke to the meeting about the major issue facing the Regions of Durham and -'York and Metro Toronto: how to get rid of garbage. With ill sites rapidly fill- ing up, there is now a scramble to find new sites. "I can safely say we won't be trucking Metro Toronto trash to this (Blackstock) area," he said. However, he said a new land- fill site to serve the residents of Scugog, Brock and Uxbridge Townships will have to be found. He said no site has been se- lected yet, he said the Region may be in a position by this summer to suggest a site for garbage from the three northern municipalities. Alternatives to landfill such as re-cycling and composting on a large scale are proving very cost- ly, he said. It cost about $85/tonne to get rid of garbage in landfills. Re- cycling costs are about $120/ tonne. And an experimental leaf composting project this fall cost some $250/tonne. Herrema said finding solutions to the garbage crisis is "tough po- litically." : Land suitable for a dump must have a clay base, be on good roads and fairly close to populated areas. And of course, nobody wants a garbage dump nearby. He said officials from Dur- ham, York and Metro aré meeting with the provincial government to attempt to find an interim landfill that would take the garbage for five years from these areas.
