Road picture looks bleak PORT PERRY STAR -- Tuesday, April 4, 1989 -- 5 Angry municipalities fight for road funds Municipalities across On- tario are angry with the provin- cial government, and they have asked for some changes in the way Ontario hands out grant money for road repairs. 'Several hundred delegates from the Association of Munici- palities of Ontario (AMO) met last week in Toronto to vent their anger, and Scugog Mayor Howard Hall, who was present for the day long meeting, de- scribed the atmosphere as "very angry." In fact, in AMO's 90-year history, this was the first ever emergency meeting, and at one point delegates were consider- ing a resolution that would ask for a Royal Commission into the grant issue. That resolution was defeated. Two car crash claims life of Oshawa woman A two car accident April 1 in north Oshawa has claimed the life of a 67 year old Oshawa woman. Durham Police say Bette Una Brick of Landsdowne Drive was northbound on Ritson Road just after 2:00 PM when it col- lided with a second vehicle at the intersection of Concession Six. Catherine Claridge, 21, also of Oshawa, suffered cuts and bruises and a broken nose. She was taken to Oshawa Gen- eral for treatment. No charges have been laid by Regional Police. Using figures for Scugog Township as an example, he painted a grim picture of what Scugog is facing just to main- tain road work at last year's lev- els. In 1988 in Scugog, using the provincial formula, the Township should have spent $1,578,000 on road repairs and maintenance, of which $831,300 came in the form of subsidy from the province. In actual fact, said the Mayor, Scugog spent just over $2 million in 1988, or an addi- tional $400,000 from property taxes, a sum not covered by matching subsidy. And the Mayor said that last year, even though Scugog spent just over $2 million, the Township was "only treading water" when it comes to keeping on top of needed repairs and maintenance to the roads. "We are just not able to keep up with the need for re- pairs," he said. And the picture for 1989 gets even bleaker. The provin- cial subsidy was increased by just $1100 over last year, which Mayor Hall said effectively amounts to a decrease, when in- flation is considered. This year, he went on, just to keep up with the work done in 1988, Scugog will have to spend another $216,000 (about eight mills) of non-subsidized tax dollars. This $216,000 has not yet been approved in the local bud- get, but the Mayor said it will represent a tax hike of about eight per cent at the local level. AMO at last week's emer- gency meeting, has asked for a get-together with treasurer Robert Nixon before the new provincial budget comes down in late April. Mayor Hall said almost all municiaplities in Ontario are facing financial problems simi- lar to those in Scugog Town- ship.
