The severance application on Mr, Cochrane's Scugog Is- land farm had been approved by the Region's Land. Division Committee, but opposed by Township council, the Ministry of Agriculture and Food, and the Region's Planning Depart- ment, The Planning committee (made up of Regional council- lors) voted last week to grant the severance, and that recom- mendation was endorsed by the full Regional council April 19. Planning Committee chair- person, Newcastle Mayor Marie " Hubbard, said last week she personally was not in favour of the severance, but a majority of the committee felt otherwise. The Region's planning de- partment wanted the severance approval by Land Division ap- pealed to the Ontario Municipal Board, on the grounds the par- cel is not large enough to be con- sidered a bona fide farming op- eration, A majority of the Planning Committee felt Mr. Cochrane is a bona fide farmer and there- fore entitled to a retirement lot. Although the farm itself is just 41 acres in size (nine less than the minimum require- ment) the Committee has rent- ed 89 acres of land for farming for the past decade, and some years has rented a further 100 acres for his veal farming opera- tion. And prior to buying the farm in 1972, Mr. Cochrane had been involved i in-farming with his family much of his life. The letter goes on to say that Mr. Cochrane is now retir- ing from active farming due to arthritis problems, and once the retirement lot is severed, he - will build a new house on itand sell the remainder of the farm. The farming operation con- sists of raising 60 head of cattle for veal and growing hay and mixed grain crops, according to thelawyer's letter. The Land Division's deci- sion to grant the severance last month was passed unanimous- ly. Also, last week, the Region- al council over-turned a recom- . mendation from the Planning department and granted a re- tirement severance from a 31 acre parcel in Pickering. (RR 1, Ashburn) The application was filed by Marta Gill. The Planning Dept. sug- gested an appeal on the grounds the severance is on a parcel just 31 acresin size. However, like the Co- chrane application, the plan- ning committee heard that Os- sie Gill had been a bona fide farmer all his life, and at times had rented additional lands for his farming operations.
