McClelland At the request of Scugog Township council, Len Scott has resigned as Chiefof the Fire Department in Caesarea. But he did so reluctantly, telling the Star bitterly "I had no choice. Council held a special meeting last Wednesday and decided unanimously to ask for the resignation and not to grant Chief Scott a six months leave of absence from the department, as he had requested. At the same meeting, coun- cil appointed Ray Gould as the Acting Chief of the fire depart- ment based in Caesarea. Commenting on the forced resignation of Chief Scott last week, Mayor Howard Hall said "it was a very tough decision for all members of council." "We (council) regret very much the events of the last few weeks," he said, adding council- lors felt it would not be appro- priate to grant the Chief his re- uest for a six months leave of absence. 'Mayor Hall said Mr. Gould's appointment as acting chief is an interim measure un- til the Township receives a re- port from the Ontario Fire Mar- shall's office which is looking at fire prevention in the entire Towshiv: Earlier this winter, council was presented with a petition signed by the 19 firefighters at. the Cagsarea Hall expressing a lack of confidence in Chief ee lee ow | ro AL ment" Scott, alack of leadership in cer- tain situations and dictatorial methods. Chief Scott said he does not agree with the sentiments epx- -ressed in that petition. The petition said the de- partment in Caesarea could be hit with mass resignations un- less the Chief resigned. 'A week ago Saturday, fol- lowing a meeting with officers in the department, Mayor Hall asked Chief Scott for his resig- nation. : He declined to give this, asking instead for the six month leave of absence, which in turn was rejected by Township coun- cil. In commenting Monday on the entire situation, Mayor Hall said he is "confident the resi- dents of Ward 4 have been re- ceiving good fire protection ser- vices" even through the controversy of the last several weeks. The problems within the department has created bitter- ness and his forced resignation over the weeker d has led to four other resignations in protest 'and sympathy. In an angry letter to council dated April 21, Lt. Wayne Scott (the son of the Chief) tendered his resignation, along with fire- fighter Larry Dwyer, and phone operators Jodi Scott (the Chief's daughter-in-law) and Joan Pot- tery, also a phone operator. In their letter, they ex- pressed "extreme disappoint- in the council for asking "for.the Chief's resignation. The letter goes on to say that "if a proper investigation into this matter had been con- ducted, a different solution may have been reached." Mayor Hall told the Star he is confident moral within the department will re-bound, and the level of fire protection in Ward 4 has not been jeopard- ized by the events of recent weeks. Chief Scott, who has been with the Caesarea department for 34 years, told the Star he is bitter and disappointed. He was not present at the council meeting last week when his request for a six month leave was turned down. . Council will pay him one year's officers salary ($1785) and the council has also re- quested that the officers with - the Caesarea department "make recommendations with respect to promotions."
