BIA approved, Tom Mitchell elected as first chairman The first general meeting of downtown Port Perry's Busi- ness Improvement Area (BIA) took place last Wednesday morning at the Latcham Centre with an enthusastic group of business people present. Tom Mitchell, acting as chair- man of the meeting informed the group that the "BIA" is now a reality, and they can get to work promoting and beautify- ing the downtown core. He explained to those present that the BIA will now replace the former Port Perry Down- town Business Accociation, which has been actively promot- ing the area for the past year. One of the first orders of busi- ness at the meeting was to elect a board of directors, and the fol- lowing members were elected by secret ballot: Tracy Strong, Bob Alexander, Liz Mennega, Tom Mitchell, Fred Churchill, and Ken Koury. Businessman and Mayor Howard Hall was appointed by Scugog Council to be on the board. FIRST CHAIRMAN At their first Directors meet- ing following the general meet- ing, the directors elected Tom Mitchell to a three year term as the first BIA chairman, along with Ken Koury, vice chairman; Tracy Strong, secretary, and Liz Mennega as treasurer. This is the second attempt at forming a BIA area in Port Perry in the past eleven years. The first attempt was turned down in May 1978 when 30 members of the businesses com- munity formaly objected to the proposed organization. But this year, the proposal to establish a BIA had the full sup- port of most of the business peo- ple in the downtown area, and -in fact, there were no objections filed with the township object- ing to its formation. With the Board of Directors elected, their first order of busi- ness will be to quickly set a bud- get and present it to council for approval. Only after council ap- proves of the budget can the committee get down to work. The BIA's powers are limited to the improvement, beautifica- tion and maintenance of the lands, buildings and structures within the area, and the promo- tion of the area as a business and shopping area. The seven members of the Board of Directors will serve a three year term, with no mem- ber holding an office for a term of more than six consecutive years. PROCESS STARTED Initial steps to form a BIA in downtown Port Perry began last October when the down- town merchants met for an in- formation meeting at Emiels Place. Alan Greenfield, chairm of the Simcoe, Ontario BIA, and Helen Break, a community planner with the Ministry of Municipal Affairs were present as guest speakers and expained the structure and formation of a Business Improvement Area. At that meeting, the 40 busi- nesses represented decided that the boundaries of the BIA should be from Lilla to Water Street; and Mary Street to North Street. In early December, Tom Mitchell acting on behalf of the Downtown Merchants Associa- tion, requested a newly elected council for their support in es- tablishing a BIA in the down- town. Members of council were re- ported to have enthusiastically approved enacting the neces- sary by-law to form the BIA. The new Board of Directors of the Port Perry Downtown BIA will meet this week to set their budget and a detailed program of the promotions and beautifi- cations planned for this year.
