Whitby, Oshawa both get new Region headquarters (From page 1) and the eight mayors of the mu- nicipalities that make up Dur- ham. Brock Township Mayor Don Hadden, who introduced the resolution called it a "politi- cal compromise, maybe not the one some of us would want, but if it makes the Region run more smoothly, it will be for the bet- ter." Although details of the pro- posal are still to be worked out (i.e., how much will it cost) Had- den told the meeting the com- mittee believes this is "feasible financially." Senior Regional officials are now working on a study to fill in on the fine points of the proposal. While the two building con- cept got the support of a vast majority of the council, there was some strong opposition. And one of those opposed to the idea was Scugog councillor Yvonne Christie. She said downtown Oshawa is "nowhere near the geographic or population of Durham." She questioned whether the building planned for Oshawa would have enough parking (for employees and the public) and whether the new building "will expand the (traf- fic) grid-lockin Oshawa." Mrs. Christie also said she has a problem with the fact the two building concept is to "pla- cate (councillors from) Oshawa." Brock Township councillor John Doble also spoke against ~ the concept stating that down- town Oshawa is not accessible for people from elsewhere in Durham. He said any new building should be away for the centre core of the city. And some of the strongest criticism came from Newcastle councillor Diane Hamre who told the council meeting "I can't support spending millions of dollars to resolve none of the (Region's) problems," a refer- ence to the fact that Durham de- partments are currently spread in offices in several locations in Oshawa and Whitby, including the main HQ building on Ross- land Road. Scugog Mayor Howard Hall voted in favour of the reso- lution. He told the Star later, the concept is a "reasonable, workable compromise," but he added "there is no question it was a political decision." He said the committee of eight mayors has been working on this issue since last Febru- ary, and he said the meeting July 11 (in camera) at which the mayors drafted the resolution was a stormy one. It has been fairly well es- tablished over the years that Durham needs a new Regional Building. The Region now spends over $2 million in rent for offices for departments such as plan- ning and works in Whitby, fi- nance and social services in Oshawa. Not only is this arrange- ment costly, it is not very effi- cient for staff. The big stumbling block for Regional councils over the years is not whether to put up a new building, but where to locate it. Whitby Mayor Bob Atterse- ly has been very vocal in want- ing to keep the Regional HQ in his community. But councillors from the city of Oshawa have argued that it should go in that city on former GM lands on Mary Street. And, a couple of years ago, Oshawa threatened to take Durham to court, claiming one- third ownership of the present Regional building on Rossland Road. If the two-building concept flies, Oshawa will drop its legal claim against Durham for one- third ownership in the Ross- land Road building. Mayor Hall told the Star af- ter last week's meeting that while the site in Oshawa for one building has been set for Mary Street in the downtown, there are two possible locations for the building in Whitby. One would be on the cur- rent Regional lands on Ross- land Road, and the other, he said, is confidential at this time. The resolution passed last week states that the Region will proceed with the Oshawa com- ponent of the project first. Mayor Hall told the Star the Region will attempt to nego- tiate the sale of the current HQ building to the province of On- tario. Provincial departments such as assessment and the courts have been renting space in that building for years.
