Glenn Malcolm s 2 -- PORT PERRY STAR -- Tuesday, August 29, 1989 Burning bylaw in limbo as council differs on solution Efforts to have a bylaw in ef- fect to prohibit the setting of fires in the Township of Scugog were. unsuccessful Monday morning, when oouncillors could not come up with a solu- tion to getting rid of leaves. Mayor Howard Hall, has been instrumental in pushin for a new bylaw, which woul rohibit burning leaves, in'time or this fall and was visibly dis- Sppointed when it was defeat- ed. In fact, knowingin advance it would down to defeat, the Mayor "asked for a recorded vote. ' While all councillors are in agreement there is a need for a burning bylaw, they could not agree on the solution. Under the bylaw, residents of Port Perry, Prince Albert, Cas- tle Harbour and Cawkers Creek would be prohibited from lighting any open fire for the burning of grass, brush, leaves ete. Councillor Marilyn Pearce, while ' agreeing with Mayor Hall on the need for a bylaw, said the new bylaw was solving one problem, but creating an- other. She suggested that some of the houses along Cochrane Street could accumulate up to 50 bags of leaves during the fall season, but they have no place totake them. Presently the Scugog Land- fill site, and the Blackstock transfer station will not take bagged leaves. Under the proposed bylaw, which will be brought back be- fore council in two weeks with amendments, it would be against the law to start a fire on any public highway, park, street or road within the Town- ship. Exemptions to the bylaw in- clude permission being granted by the local Fire Chief, domes- tic barbeques or permanent outdoor fireplaces used solely for the cooking of food. Farmers are also exempted from the bylaw, but they must also notify the Fire Chief if they are going to start a fire. It was suggested if the bylaw was passed, and residents had no place to get rid of the leaves, they would simply rake them onto township property, the ditches, and leave them for the township to clean up. Councillor Yvonne Christie was adamant that she would not accept any bylaw that says a farmer can't burn his refuse in the country, and said she was opposed to the bylaw being passed before an alternative for disposal of leaves is found. On a recorded vote, the bylaw was defeated as follows: Mayor Hall and Councillors Cochrane and Hunter, yes; Councillors Christie, Malcolm, Goreski and Pearce, no.
