Simcoe Street Plaza proposal sent back to drawing board Local developer, Mike Co- chrane and his wife Donna at- tended the Monday morning session of Scugog Council to resent a new proposal for their and just south of the new S.A. Cawker Public School. Mr. Cochrane wants to build a small plaza on the site and will give up the present heavy industrial uses allowed on the land if he can get the go-ahead. Armed with a revised plan, his first plan was turned down by council, Mr. Cochrane asked that he be allowed to construct the plaza in two phases. He is looking for permission to build a 5,000 sq. ft. building, which would house a 2,000 sq. ft. restaurant and three small- er units first, and another unit atalater date. In unveiling his plans, Mr. Cochrane said that the parking requirements for the plaza ac- cording to the Scugog by-law asks for 68 spaces, and he had allowed enough room for 82 spaces. "We are proposing a building that blends into the residential area", he said, and showed sketches of buildings with truss roof lines, dormers and brick veneer walls. While council were generally in agreement that the plan was much better than the first pro- posal, they still felt there were some inevitable problems. Councillor Yvonne Christie told Mr. Cochrane "it (the plan) is an improvement over the original plan, but I'm not satis- fied with the proposed flow of traffic". She indicated that there must be better allowance for movement of large delivery trucks going into and exiting from the plaza. The plan calls for an entrance at the north end of the property to allow delivery trucks to enter only, and they would then exit farther to the south, through the main entrance/exit. Council pointed out a num- ber of other areas of concern, in- cluding the buffer on the north side of the plaza, next to the school, landscaping, signage, and the need to keep the police station parking separate from the plaza parking. Councillor Christie indicated that there is no doubt that the Durham Police station on the present site will be undergoing a major expansion on that site in the not too distant future, and said that this expansion should be taken into account when making a decision. Mayor Howard Hall told Mr. Cochrane that the main con- cern is flow-through of the traf- fic, but also indicated that this project may be to ambitious for the site. Mr. Cochrane was asked to go back to his architect and see if they could come up with an al- ternative to the present plan. A public hearing (not sched- uled) will be held prior to Scu- gog Township council making a decision on the plaza proposal.
