The proposal put forward recently by the Urban Development Institute (UDI) would charge GST on * additional consumption when a family changes residences. If, for example, a taxpayer sells a home for $200,000 and buys another home - new or existing - for $250,000, GST would be charged on the $50,000 'ad- ditional consumption.' "This proposal clearly takes no account of why Canadian families move up," says ODREB Presi- dent Dave Tonkin. "They move up because their family is growing. They move up to accommodate elderly parents in a household environment. They move up to take ad- vantage of job opportunities which contribute to family security. In many cases, they are required by employers to move from market to market where house prices vary substantially."
