Exactly 6,200 homes were sold in the ODREB region last year. Therefore, under this proposa], most houses in the market would be retaxed every time they sell (a tax on tax or 'tax cascading)." All policy ex- perts agree that tax cascading is poor tax policy. : The submission also is at odds with the basic and long-standing ODP.EB posi- tion that for social policy and administrative reasons, - all housing should be ex- cluded from sales taxation or receive special treatment. The exemption of existing homes and the new housing rebate as proposed in the GST Technical Paper do of- fer special treatment that is visible and simple to ad- minister. However. the rebate has clearly drawn constructive criticisms which should be thoroughly addressed. The Oshawa and District Real Estate Board recommends that the Department of Finance ex- pend every effort to rethink the accuracy of the rebate and other aspects of the Technical Paper that might fine tune the GST in relation to housing markets.
