258 -- Scugog Township council and Ridgeland Developments appear deadlocked over wheth- er a new road is needed into the Oak Hills Golf Course and resi- dential development southwest of Port Perry. Several members of council are insisting that a second ac- cess to the development is need- ed, but a spokesman for Ridge- land said Monday afternoon it is not necessary. With both sides apparently locked into their positions, it could take an Ontario Munici- a UE ae pal Board hearing to resolve the impasse, though both council and the development company would like to avoid that route, if at all possible. Ridgeland has already built a nine hole golf course just north of the Chalk Lake Road, and about 60 estate residential lots for some of the poshest homes in Scugog Township. The company is now seek- ing approval to build another nine holes on the golf course, plus a further 23 estate lots, or up to 40 condo units. An added benefit in as- signing the right of way to Pax- ton is that it would eliminate the present stop/start situation on the face of the grade through thisintersection." It was also noted in the re- _port that during the six hour ob- "servation, excessive speed was not evident on Bigelow, and pe- destrian activity was minimal. In fact, the report states "the majority of observed pedestri- ans, which represent all age groups, seemed to prefer walk- : ingon the roadway even though - agood sidewalkisavailable." The report further stated ~ that traffic activity in the area of Rosa/MacDonald Streets ad- jacent to the high school was ob- served to during two lunch hour periods and one dismissal peri- od. At Monday's meeting, councillors Don Cochrane and Yvonne Christie left little doubt they will insist on a second ac- cess road into the development, mainly for Swmernency vehicles in the event the Middle Marsh Road (formerly Plunkett Side Road) was ever blocked. They want a new road opened along the third Conces- sion Line to hook up with either Durham Road 23 to the west or the Brock Road to the east. But Ridgeland representa- tive Jerry Jackman said thereis no need for opening this new road from a second access.
