Cecil Holtrop, a consultant with Marshall Macklin Mona- ghan, outlined the details of the two building concept. Although the $52-million plus price tag looks steep, Re- gional Chairman Gary Herre- ma said it was nothing in com- parison to what the region pays inrent. But the concept of having two administrative buildings for one region -- a decision which was made July 18, 1989 --is still gaining criticism from several councillors. "Has anyone figured out how much it would cost to build one building on land we already own," ask Newcastle councillor Diane Hamre, an opponent of the concept. Chairman Herrema gave a negative response to Councillor Hamre, stating that the region has no direction to have that conceptinvestigated. Oshawa Mayor and chairman of the special standing commit- tee Allan Pilkey reminded coun- cillors that they voted 25-4 in fa- vor of the two building concept in July. The next step, he said, was to bring forth the prelimi- nary report by the consultants. Regional financial staff will now compose a more detailed fi- nancial analysis for council's approval. "If council refuses (or says that they are not ready for the financial responsibility of the two building concept) then we are back to square one," Mayor Pilkey warned. "So if the region does not pro- ceed with the two building con- cept, then Oshawa will sue," re- sponded Scugog councillor Yvonne Christie, another oppo- nent of the plan. "I can't say that," Mayor Pil- key answered. But that would be the case. The City claims to have one- third ownership of the present Regional Headquarters located on Rossland Road in Whitby. When it became evident that a new building was needed to ac- commodate the growing region- al staff, a long running battle over where the building would be located erupted between Whitby and Oshawa council- lors. The decision on the two build- ing concept was pegged a "politi- cal compromise", a resolution to calm the stormy waters be- tween the two municipalities. "I'm feeling a little sorry for the taxpayers of Scugog," said Councillor Christie, adding, "I don't mind if you get a piece of the pie but the whole bloody pie..." Chairman Herrema, who was also an opponent of shifting some of the administrative fa- cilities into Oshawa when the battle began over 10 years ago, now feels itis the only solution. "I was as hot on this topic as Councillor Christie, but time moves on," Chairman Herrema said. Highlights of the consultant's report, given by Mr. Holtrop, in- clude: *The Oshawa administrative facility would be built at the south-east corner of Mary and Williams Streets in downtown Oshawa, and would be complete by mid-1993. *The building would house waste management, works, planning, health and social ser- vice departments and the non- profit housing corporation. *Employment projection for the Oshawa facility are 825 per- sons by 1994 and 923 persons by 1998. *With those figures in mind, a 207,000 square foot building would be needed to accommo- date the employees. *Marshall Macklin Mona- ghan interviewed 183 employ- ees and found that 95 per cent drive to work.
