PORT PERRY STAR -- Tuesday, March 6, 1990 -- 5 Some councillors remain opposed Plaza gets green light The way has all but been cleared for the development of a plaza on 7A highway at Water Street, after a ten week delay caused by the Ministry of Transportation (MTO) and Scugog Township. Council passed a motion Monday morning that would al- low developer James Taylor to continue with construction soon after he signs a develop- ment agreement with the town- shin. o weeks ago, council asked the developer to provide a writ- ten agreement between be- tween Millwood properties (Kentucky Fried Chicken pla- za) and the North Port Group showing they both agreed to shared entrances off 7A high- way and Carnegie Street. Mr. Taylor and his lawyer Michael Fowler informed coun- cil that the agreement had been signed by both parties, and they argeed to establishing one-way trafficin the rear lane. While the motion did pass, there was some very strong con- cerns and opposition to the township allowing the plaza to be built. Councillor Marilyn Pearce was adamant that once the ac- cess to 7A highway was closed, it would never be opened by the MTO again. "We have to base our decision on this project on what is in front of us now", she told coun- cil. "I really can't see them (MTO) opening the access again. It's closed for good", she insisted. Councillor Pearce was also concerned that the south en- trance to the new plaza, off Carnegie Street, was abutting a residential property. Speaking on behalf of his client, Mr. Fowler, agreed that the driveway was too close, and said it would be no problem to move it 3 meters to the north. Councillor Yvonne Christie, who has been opposed from the start to the plaza, due to the congestionin the area of 7A and Water Street said she could not support the development. "I haven't changed my mind," she said. "It's a monumental mess, a major accident just waiting to happen." Councillor Christie said she was confident Mr. Taylor would build an attractive plaza, but said she was not prepared toap- prove it under the present cir- cumstances. While other councillors also expressed concerns for the pro- ject, without access to the plaza through the Water St. lights, they felt they had an obligation to give approval. Councillor Neil Hunter said when the property was zoned about five years ago, they knew what the intent was. "It's not perfect, but the proposed situa- tion is better than it is now, with only one entrance into Millwood plaza. At least we will have an entrance at both ends," he said. Councillor Cochrane, while concerned the problems around the two plazas were less than desirable, agreed with letting the project proceed. "I really don't feel the MTO will hold up the entrance forever, although itis sometime in the future." Within moments after pass- ing the motion to allow the pro- ject to proceed, council received conformation from the Minis- try of Transportation, by FAX, that the Ministry will negotiate with the North Port Group, upon their request, for an ac- cess onto Highway 7A during the design phase of the 7A high- way widening project.
