TR AT Bion € Nuclear expansion To the Editor Polls show that most Canadians are opposed to nuclear power: we don't want the risk of a serious nuclear accident, we don't want to generate even more radioactive wastes, and we are naturally alarmed when studies show an in- crease of childhood leukemia around nuclear facilities. Despite this, Ontario Hydro, our publicly- owned utility, has recently an- nounced that it wants to build as many as 15 more nuclear reac- tors, in four different stations. The possible sites are Darl- ington (in Newcastle, near Oshawa), Wesleyville (near Port Hope), Bruce Nuclear Power Development (near Port Elgin & Kincardine on Lake Huron), and on the North Shore of Lake Huron (between Bruce Mines and Espanola). We have all seen Ontario Hydro's multi-million dollar pro- paganda/advertising blitz in newspapers and magazines and on TV. Much of the advertising gives lip service to conservation - what they don't tell you is that only about 5 percent of the cost of their proposed plan is dedicated to demand management (in- cluding conservation). Hydro has claimed that the cost of the plan will be $61 billion, but the real cost including inflation and interest on borrowing will be $200 billion or more. The single largest cost will be for nuclear power expansion. A recent study done for the Ministry of Energy identified the possibility of 8300 megawatts of peak demand reduction through efficiency improvements by the year 2000, at an average cost of 2.6 cents per kilowatt hour -- less than the cost of nuclear power. Hydro's plan calls for only 2000 MW of induced efficiency im- provements by the year 2000. The difference represents the capaci- ty of more than 7 Darlington-sized nuclear reactors. A real commit- ment to efficiency could eliminate the need for any nuclear power under Hydro's lower load forecast. Obviously, there is even more potential for electricity de- mand reduction if we are willing to pay a little more for our electricity. Concern for the greenhouse ef- fect has been cited as a reason for building a dozen or more reac- tors. However, nuclear power can never be a solution to global war- ming because carbon dioxide from fossil-fired electricity generation is responsible for on- ly about 10 percent of the total greenhouse effect. In addition, energy efficiency has much greater potential to reduce the production of greenhouse gases. Each dollar invested in efficien- cy displaces seven times as much carbon dioxide as a dollar in- vested in nuclear power. Nuclear is, at best, ineffective as a solution to global warming, and at worst, will divert money and efforts away from the real answers. The public should not sit back while our utility seeks approval for unnecessary and massive ex- pansion of nuclear power. Many environmental groups are prepar- ing to take part in the public hear- ings at the environmental assess- ment later this year.
