Separate School Boards Traffic signal a facing financial crisis Catholic school boards in the Toronto area are facing a fi- nancial crisis this year that will see higher mill rates for proper- ty tax payers. Five of the six separate boards in the Toronto area had deficits totalling $30 million last year. ; Although the Durham Re- gion Separate Board did not carry a 1989 deficit, Board chairman Catherine Tunney warns that there are money problems ahead. In a sharply worded state- ment last week, she said the Durham Separate Board will soon feel the impact of commit- ments for building new schools, pay equity adjustments, the new health tax and escalating costs for salaries and benefits. She said the problem is compounded as the provincial government reduces its share of education costs, "For those boards that are "assessment poor," she said, "the only alternative is to raise local mill rates to try to gain more assessment dollars." Spring Food Drive requires support for needy families Operation Scugog is asking for your help this Spring during the Easter Holidays. Your help is needed in meeting the demand for the collection of food supplies for those in desperate need. The Spring Food Drive will run April 12 through 14 and donations can be made at the Port Perry Fire Hall. East and westbound travel- lers(Queen Street) have been noticing the delay lately, aga a trouble call to the Region last Tuesday afternoon resulted in i investigation into the prob- em, According to Greg Borchuk, a traffic analyst with Durham Region the problem is due to a broken loop under the pave- ment in the north right hand turninglane (Lilla Street). The traffic lights at this in- tersection work on a fully actu- ated system for the east and west traffic. What this means is the light remains permanently green for Lilla Street traffic, until a car pulls up to the lights on the east or west. Under the pavement there are six 30-50 foot loops which detect metal on the car and acti- vate the light changes. Accord- ing .to Mr. Borchuk there are loops at all four approaches and it is almost impossible for the loop not to detect a car, because of their length. He explained that a east or west bound car has a maximum 66 second waiting period for the light to change, and the prob- lem this broken loop has creat- edis that a car may have to wait an additional 40-50 seconds. He added that this seems much longer when someone is late for work, or in a hurry to get somewhere. Mr. Borchuk also stated the problem is being looked into, and when warmer weather ap- proaches later this month, the pavement will be cut, and the oop repaired. The entire system is set on timing. When a car pulls up to the lights on Queen Street, and the light changes, it will remain green for eight seconds for one waiting vehicle. For each addi- tional car the light remains green an extra three seconds, up to a maximum of 15-17 sec- onds. The lights will only chan one of two ways, either by loops being activated, or by the pedestrian ~ button being When the pedestrian button is pushed the light will remain green for 17 seconds, longer than for a car.
