Building starts sluggish for first months of 1990 Scugog Township has expe- rienced a sl sh start this year, as the value of building permits is less than half what it was a year ago. A report compiled by the Township building department shows permits issued in the first three months totalled just over $3 million. Over the same January- March period in 1989, the value of permits issued was $7.6 mil- lion. The number of permits dropped from 81 last year to 54 in the first three months of 1990. The only category to show an increase in permits this year was for additions and altera- tions. The number went up from 17 to 28, but the total value de- clined from $528,000 to $473,000. The most dramatic drop in any category was for new single family homes. In the first three months of this year, just 14 permits were issued with a total value of $2 million. Last year, 36 new home permits were issued with a val- ue of $6.1 million. Last year, the boom in new house construction seemed to be taking offin March as 24 per- mits were taken out valued at $3.9 million. It was a different March this year with just six permits issued, valued at $928,000. Township officials are pre- dicting slow growth in Scugog this year. In preparing the local budget, the assessment growth for 1990 was pegged at just over three per cent. There are several factors that may contribute to the con- struction slow-down this year, including uncertainty about the economy and rising interest rates. However, some analysts predict a nation-wide speed up later in the year to beat the new federal goods and service tax coming January 1, 1991.
