But in the same period, the federal debt has soared from $200 billion to $350 billion, with "interest payments accounting for 80 per cent of the increase." Responding to a question on whether the elimination of the 13.56 per cent FST will be passed on to consumers by man- ufacturers, Mr. Wilson said he is convinced it will. Competition in the retail world will force the savings to be passed on, he stated. "I have been told by the large car companies that they will pass the savings on, sav- ings that will amount to 3 per cent," he stated. Although there is no legis- lation demanding these savings be passed on to consumers, Mr. Wilson said complaints will be closely scrutinized by the Minis- try of Consumer and Corporate Affairs. And responding to another question about Canada's for- eign assistance programs, he noted that Canada is a relative- ly wealthy country. "It would be wrong to cut out (assistance) ESS completely. We are still making a meaningful contribution to help people in the world who are not as well offas Canadians." - Speaking to reporters earli- er in the morning, Mr. Wilson agreed the GST has contributed to the low (15 per cent) standing of the Conservatives in the lat- est poll. "But on election day, what is the alternative. The other (major) parties have not put for- ward any alternatives to fight inflation," he said. He said the GST willend up costing the average person in Canada about 1.26 per cent more. He declined to say just when Canadians might see in- terest rates coming down. "When the inflation rate comes down," he responded to persis- tent questioning. The meeting with the farm- ers was low key and polite.
