(see sto- ry) Region figure misleading Recycling cost effective Recycling continues to be a cost effective method of han- dling garbage, say officials with Durham Recycling Centre Inc. Officials expressed concern last week that figures of $200 per tonne as the cost of recy- cling are too high, and in fact the actual cost to the taxpayers in Durham Region this year is projected at about half that amount. Recycling Centre manager Glenda Gies and board chair- man Gerry Emm told a news conference last Friday morning that the $200 per tonne figure cited by the Region's works de- partment may be giving the public the wrong impression about recycling. "That figure $200 per tonne) was based on a worst case scenario" when the market for recycled materials was at an all time low, Ms. Gies told re- porters at the Centre on Gar- rard Road in north Whitby. Last year, the Centre recy- cled just over 16,000 tonnes of garbage, most of it newsprint, at anet cost of $82.34 per tonne. And while the net cost per tonne this year is estimated to be between $100 and $120 per tonne, that's still a long way from the $200 figure cited by the Region's works department. Considering that it costs about $85 per tonne to dispose of garbage in landfill sites, plus $40 per tonne for collection, re- cycling costs are close to land- filling and recycling is much more advantageous to the envi- ronment, said Ms. Gies. And she pointed out that recycling is subject to wide fluc- tuations in price for the final products of newsprint, alumi- num and steel Last year, there was a prov- ince-wide glut of newsprint waiting for recycling, which drove the prices down, in some cases to as low as $1 per tonne. But Ms. Gies said the price has bounced back to between $60 and $70 per tonne for news- print, and there are indications the price could go much higher, perhaps to $150 per tonne. "When you are dealing with a commodity (recycled newspa- pers) you are always subject to wide price fluctuations," she stated. BAYVIONID (8" white) $62 She said in 1990, the Recy- cling Centre expects to process about 20,000 tonnes of materi- als, 76 per cent of it newspaper and the rest steel, cardboard, glass and aluminum. The Centre employs some 70 people in the recycling plant and for curb-side collections through the "blue box" pro- gram. . It operates on a non-profit basis under contract to Durham Region. Durham Region had indi- cated it wanted to take over op- eration of recycling as a depart- ment by May 15 of this year, but Regional officials have agreed to delay that decision until this October.
