Craig Finley, president of People First in Scugog, and Mi- chael Stewart, a local past pres- ident and current treasurer of People First Ontario, are hop- ing that the provincial govern- ment makes changes to the pro- posed policy before it becomes aw. In an interview last week with the Star, Mr. Stewart de- scribed People First as an orl- ganization of individuals "who have been labelled as develop- mentally handicapped." What has the group wor- ried is a proposal in which mem- bers of the group could work at regular jobs for less than mini- mum wage with the govern- ment adding the difference to their pensions. "This would defeat the en- tire purpose of getting a job in the first place," said Mr. Finley. Mr. Stewart said members of People First want to be treat- ed just like everyone else in the workplace when it comes to wages. "Pay us the minimum wage or the same rate that others are getting. That's all we are ask- ing," he said. He said the aim of the Peo- ple First organization is to have as many members living in the community as independantly as possible. "The proposed change may look nice on paper, but it's not. There are at least 300 of us (in Ontario) who want to work to earnour keep," he stated. He noted that special ar- rangements are often made for the blind or physical dis-abled to allow them to hold down iobs. and the sanie should be done for People First members. } Mr. Stewart said that pilot projects underway in two Onta- rio cities for the wage policy re- sulted in a few people working for $2 or $3 per hour. Township's case weak: lawyer Ridgeland has indicated that it is prepared to turn the is- sue over to the OMB for a ruling if the Township insists on a sec- ond access as a condition of re- zoning. Estimates of the cost of building a second access road range upwards from $500,000. Scugag Township will have a "weak case" if it goes in front of the Ontario Municipal Board to force a developer to construct a new second access to the Oak Hills subdivision and golf course near the Ashburn Road. David Sims, one of the top municipal lawyers in Durham, made the statement when he appeared in front of Township council Monday afternoon on behalf of Ridgeland Develop- ments. Ridgeland, which has al- ready built a nine hole golf course and estate lots just north of the Chalk Lake Road, has plans to add another nine holes, and needs a re-zoning to add more residential development. In a dispute that has been going on for several months, Township council has insisted that if Ridgeland is going to de- velop more lots, it must build a second access to connect to the Ashburn Road, east of the de- velopment. Ridgeland has argued the cost of this road is prohibitive and not needed for the limited future development of 12 new lots. Mr. Sims, who said he was hoping to find a way that both gides (the Township and Ridge- land) could avoid a costly OMB hearing, said at one point Mon- day, that the second access "makes no sense economically orenvironmentally." He noted that two conser- vation authorities have ex- pressed concern over the envi- ronmental sensitivity of a new access. There was a fair amount of confusion at Monday's meeting when Mr. Sims said the re- zoning is for 12 new estate resi- dential lots. Several members of council said they were under the im- pression Ridgeland wanted ap- proval for 23 new lots. "This is the first we've heard about this (12 lots not 23} said councillor Glenn Malcolm. "If there is confusion, it's because the plans have been changed so often and there have been several people (from Ridgeland) trying to explain to us what they want to do," said an annoyed Ward 2 rep Marilyn Pearce. Councillors Don Cochrane and Yvonne Christie have been adament in demanding that a second access be constructed. "I still believe that any new lots should have a second access for service and safety reasons," councillor Cochrane said Mon- day.
