Township Council will be holding a public meeting on this feasibility, Monday, June 11 from ° 7:00 p.m. - 9:00 p.m. in the Coun- cil Chambers. Members of the public will be allowed to present their views and opinions. Implementation Guidelines A. A Timetable For Action 1. Project approval by Township Council; decisions on specific sources of capital funding -- Spring, 1990. 2. Establishment of Capital Financing Committee (see below) -- Summer, 1990. 3. Begin detailed planning (selection of project management planning team, project and con- struction manager, see below, ar- chitect, etc.) -- Summer, 1990. 4. Begin development of policies: refer policy matters to Council committee (user fees, etc.) -- Summer, 1990. 5. Begin hiring process for Director of Recreation (refer to the 1987 Master Plan for detailed recommendations about the func- tions of this position. -- Fall, 1990. 6. Application for Province of Ontario (Ministry of Tourism and Recreation) grants, subject to departmental time limits -- Fall, 1990. 7. Provincial grants approval -- Spring, 1991. 8. Begin construction -- Sum- mer, 1991. 9. Begin operations (plan to engage Pool Operator a few months before anticipated open- ing of swimming pool) -- 1992/1993. B. Capital Financing Committee We recommend that Council ap- point a Capital Financing Com- mittee to examine all of the various options for capital fun- * ding for the project, and to make recommendations to Council. Among the matters it should ad- dress are, for example, whether land should be sold; if so, how much, and what is its value? There may be a requirement for a fund-raising campaign. The Committee should address such questions as whether the cam- paign should be broadly based or limited; it should identify leader- ship for the campaign, determine the costs of the campaign, and whether or not the target amount is realistic. €. Design and Construction We recommend that the Township adopt the "project management' approach to the design stage of the project, and that the project be constructed on a fixed-tender basis. Using the project management approach for the first stages will assure that all the major players involved (architect, structural engineer, cost managers, mechanical engineer, recreation consultants, users' committee) will approach the planning of the Scugog Centre facility in a manner that is in the best interests of the Township, as owner of the facility. In our ex- perience, most municipalities prefer the fixed-tender approach for construction, which assures that final costs are known to the Township before construction proceeds). Once the feasibility study has been examined and Township Council has approved the project in principle, planning can proceed. Design and Planning The underlying concept of the project management approach to design and planning is that all design and construction pro- . cesses are treated as a single, unified development effort. The project manager (who may also be the construction manager) will act for and on behalf of the owner of the project, which in this case will be the Township of Scugog itself. The Township will be assured that its own best interests are being serv- ed throughout the entire design and construction processes. In particular, the project manage- ment firm would oversee for the owner, a number of critical steps: 1. The statement of re- quirements (as established in the Feasibility Study); 2. Budget, cost plan and cost control systems; 3. Quality control, to ensure that quality matches pre-established levels, within budget limitations; 4. Time control, including phas- ing, as required; 5. Selection of a specific in- dividual to act as the project/con- struction manger. Construction Under the supervision of the: project/construction manager, the project can then be let for fixed-price tenders. In our view, the direct costs in- curred by adopting a project management approach to plann- ing and design, and engaging the appropriate professional assistance should not result in any significant difference in the direct, overall cost of the project, when compared with the tradi- tional approach; for example, the project manager takes on many 'of the roles otherwise relegated to the architect. In addition, the potential for savings that may be realized by having the project co-ordinated by the owner's representative may far outweigh the individual, direct fees paid. Needless to say, it is not possible to predict what these savings will be, nor is it always possible to prove them conclusively after the fact, but it is reasonable to believe that the good management of the project will generate savings. | RONALD D. From June 4 to 19, 1990 TSH representatives will request to see the sump pump area in your home and will enquire about any specific problems relating to your municipal service lines. The survey will require a maximum of five minutes per building to complete.
